Previously, on the evening of September 24, the city's Department of Education and Training issued an official dispatch on proactively responding to storm No. 9. In particular, directing schools to temporarily suspend all learning activities, focus students and trainees during the time of storms and widespread heavy rain. At the same time, proactively adjust the school schedule, ensuring absolute safety for students, teachers, staff and workers. Schools promptly notify all parents to manage their children at home, not to travel or participate in crowded activities when the weather is dangerous.

On the evening of September 24, some schools also announced that students would be off school on September 25, ensuring safety during the time of storm No. 9.

According to the Hai Phong City Hydrometeorological Station, due to the influence of storm Ragasa, from the morning of September 25, coastal waters in Hai An, Dong Hai, Nam Trieu, Do Son, Nam Do Son, Duong Kinh wards; Chan Hung, Hung Thang, Kien Hai communes will gradually increase to level 6 - 7, near the storm center level 8, gusting to level 9 - 10.

Communes/wards located deep in the mainland will have strong winds of level 5 - 6, gusting to level 7 - 8. All ships, anchorage areas, aquaculture areas, sea dykes and other activities in the above sea areas are at very high risk of being affected by thunderstorms, whirlwinds, strong winds and big waves.

From the morning of September 25 to the end of the night of September 26, the sea area of Cat Hai - Lan Ha Bay, the sea area of Hon Dau Island, Nam Do Son and Do Son wards will have heavy rain, to very heavy rain, with common rainfall from 100 - 150mm, locally over 200mm. The inland areas will have heavy rain (the forecast locations: Thuy Nguyen, Le Chan, Hai An, Duong Kinh, An Duong, An Lao, Kien An, Tien Lang, Vinh Bao) with common rainfall of 80 - 130mm, locally over 150mm; (the forecast locations: Hai Duong, Chi Linh, Thanh Ha, Kim Thanh, Ninh Giang, Thanh Mien, Cam Giang, Kinh Mon and Tu Ky) with common rainfall of 70 - 120mm, locally over 150mm.
