As of 8:00 a.m. on September 24, the total number of ships and boats in operation, anchored in the Bach Long Vi area was 126 vehicles. Of which, 98 ships and boats are in the port area, 66 special- zone fishing boats (23 vehicles are under the port, and 43 vehicles are brought to shore at the port). Other local ships and boats anchored in the port of 32 vehicles with 190 workers.
According to the observation of Station 490/HQ, 28 vehicles were discovered operating at sea, of which 14 fishing vessels were operating from Bach Long Vi island at 1-15 nautical miles; 14 transport vessels were operating from Bach Long Vi island at 12-30 nautical miles.
Following the direction of the City Civil Defense Command and the direction and guidance of relevant departments and branches, Bach Long Vi Special Zone has proactively and actively implemented tasks of preventing storm No. 9. In particular, mobilizing all forces and means to ensure readiness for storm prevention and control; reviewing and ensuring food, provisions, and medicines reserved for storm prevention and control.

Bach Long Vi Border Guard Station informed and called on vehicles still operating at sea to return to safe storm shelters; strictly manage ships anchored in port cities. Along with that, urge and guide fishermen on vehicles to anchor in the seaport to anchor and tie up ships.
On September 24, Bach Long Vi Special Zone assigned Bach Long Vi Border Guard Station to coordinate with Station 490 to continue to contact, notify, and call on owners of boats and vehicles operating at sea in Bach Long Vi to urgently return to a safe storm shelter. The special forces police proactively do a good job of ensuring security and order, ensuring the safety of people's property, especially vehicles brought ashore to avoid the storm. The Office of the People's Committee of the Special Zone coordinates with the Vietnam Fatherland Front Committee of the Special Zone and agencies and units to prepare accommodation at the multi-purpose gymnasium to be ready to receive and instruct people and fishermen to avoid the storm. At the same time, prepare plans to evacuate households in vulnerable areas to storm shelters at the multi-purpose gymnasium.
