In particular, at the intersection between Ton Duc Thang and Bac Son streets, deep floodwaters caused many vehicles to stall, people had to walk, and traffic was congested for a long time.
On Bac Son Street alone, due to rising water levels, people had to stretch warning ropes, limiting people and vehicles from moving through this section.

In response to the complicated developments of storm No. 10, on September 27, the People's Committee of Da Nang City issued Official Dispatch No. 6/CD-UBND on proactively responding to Storm No. 10 (international name buettelALOI).
According to the dispatch, the Department of Construction directed the Drainage and Wastewater Treatment Company to concentrate inspection forces right at regulating lakes, anti-flood pumping stations, and deeply flooded areas to operate in a timely and effective manner to prevent flooding.
Urgently complete the arrangement and trimming of street trees, limiting falls during the 2025 storm season; direct the Urban Infrastructure Management Center to manage and operate South American dams and reservoirs to ensure safety for works and people's lives and property.
Preside over and coordinate with relevant units to inspect and ensure safety and smoothness of main traffic routes.
Urgently review routes at risk of landslides, immediately deploy safety solutions and warn people in dangerous areas; participate in traffic regulation in areas with flooding, fallen trees, electric poles, etc.
According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 27, the center of the storm was located at about 15.0 degrees North latitude; 114.0 degrees East longitude, about 270km southeast of Hoang Sa Special Zone, about 640km East Southeast of Da Nang.
The strongest wind speed reaches level 11-12 (103-133km/h), gusting to level 15. In the next 3 hours, the storm will move in a West-Northwest direction, at a speed of about 30-35km/h.
