Many couples register to get married on special days
On July 1, the new wards in Ho Chi Minh City simultaneously operated officially according to the two-level local government model. According to Lao Dong reporters, the working atmosphere in wards in the city is bustling.
In addition to handling administrative procedures such as land, insurance, culture - society... many couples also went to Saigon ward this morning to complete marriage registration procedures.

They have been living together for more than 10 years, but due to many personal documents and circumstances, Ngo Ngoc Tuyet Han and her husband have now been able to officially complete the marriage registration procedures. Ms. Han shared that the couple has lived together since 2013, has two children together and has gone through many ups and downs in life. However, because her husband had worked abroad for a long time, while their identification documents were not in sync, the completion of their marriage documents was always delayed.
"Sometimes I just thought of living together, because we already considered each other as family. But when my children grow up, they need clear documents to complete the school procedures, and we also want to have a day when we can truly call each other husband and wife, so we are determined to complete it, Ms. Han said emotionally.
She added that when she knew that today was the first day the two-level local government model came into operation, she and her husband decided to choose July 1 to complete the procedures. We chose this day because we thought it was a fresh start not only for the city, but for our family. I went to register my marriage as well as mark an official, complete and memorable milestone for the journey of more than 10 years together," said Ms. Han.
Not only Ms. Han and her husband, on the first day the two-level government model came into operation, many other couples also went to the Ward People's Committee to carry out important procedures on marriage.
Ms. Ngo Hong Anh and her husband (Saigon ward) shared: "The day we went to register our marriage coincided with the day the whole country stepped into a new page like that, so for me, today is an extremely meaningful and memorable day," Ms. Anh said.

Civil servants proactively serve the people
At the Saigon Ward Public Administration Service Center, the procedure area is arranged with 11 tables to receive documents on procedures for certification, household registration, marriage certificate extract, social insurance, etc. In front of the reception table, there is a table with the information of the officer's name and mobile phone number for people to contact when necessary.
Mr. Tran Thanh, 55 years old, came to the table to discuss the marriage certificate procedures for 2 relatives who were received by civil servant Vo Thanh Phat. Mr. Thanh shared that his relatives who are over 70 years old asked him to make a marriage certificate and serve the procedures when they were old.
I know that today is the first day of administrative procedures when starting to operate the two-level government model. People just hope for two things: that the staff will receive enthusiastic guidance because my family's records have been around for a long time, before the city liberated them. The second is to quickly resolve the procedures so that people do not spend much time traveling," said Mr. Thanh.

After receiving the application, civil servant Vo Thanh Phat instructed Mr. Thanh to complete the procedure to register the application online on the national public service portal. When receiving documents, civil servants will proactively contact and discuss, instruct them to take photos of documents, and complete documents if people encounter difficulties. "When the documents are valid, we will handle it within the day and people will not have to travel," said Mr. Phat.

Many officials said that in the morning of the same day, the number of marriage registration documents and marriage certificate applications increased compared to previous days, however, the reception and handling process went smoothly, without being overloaded thanks to the arrangement of a full reception table and support staff.
