Hoa Binh Ward was established on the basis of merging Ward 5 and Ward 14 of the old District 11.
With an area of only 0.98 km2, this is the ward with the smallest area in Ho Chi Minh City, only reaching 17.8% of the minimum standard of 5.5 km2. Meanwhile, the population is nearly 70,000 people, reaching 333.3% of the minimum standard of 21,000 people.
According to the ward leaders, if it continues to merge with adjacent areas to ensure the criteria of area and population size of the new unit, it will increase very much, leading to pressure on urban management, organizational structure, infrastructure and settlement of administrative procedures. Meanwhile, the new local apparatus is still being consolidated, and continued adjustment of boundaries may cause disruption.
Binh Tay Ward was established from Ward 2 and Ward 9 of the old District 6, with an area of 1.05 km2, reaching 19% of the standard but a population of more than 64,000 people, equal to 304.8% of the standard.
According to the ward leaders, the difficulties in operating the 2-level local government model mainly relate to human resources, job positions, data, infrastructure, headquarters and coordination methods. These issues can be overcome through resource restructuring, strengthening decentralization, delegation of power and governance innovation, there is no basis to show that it is necessary to expand administrative boundaries to improve management efficiency.
Binh Tay is an area with high population density, associated with Binh Tay Market, Cho Lon space and long-standing commercial and service activities. Therefore, the locality believes that it is necessary to focus on building a specialized governance model, instead of simply expanding territorial boundaries.
Vinh Hoi Ward was established from Ward 1, Ward 3 and part of Ward 2, Ward 4 of the old District 4. The ward has an area of 1.17 km2, reaching 21.27% of the standard but a population of 63,015 people, equivalent to 300.07% of the standard.
Ward leaders said that the locality is focusing on stabilizing the organizational structure, developing socio-economy, ensuring security and order, and implementing key projects. Therefore, Vinh Hoi proposed to maintain the status quo and not continue the merger in the current period.
Tan Dinh ward has an area of 1.23 km2, reaching 22.36% of the minimum standard but a population of 52,209 people, equal to 248.61% of the standard.
From July 1, 2025 to August 15, 2026, the Ward Public Administrative Service Center received 104,454 dossiers, 100% were resolved on time, and the satisfaction rate reached 100%. Budget revenue reached 2,496 billion VND, public investment disbursement reached 83.4%.
The ward deploys models to shift from "management" to "management" such as Tan Dinh digital, smart kiosks, operating dashboards and self-management models in residential areas.
Mr. Le Duc Thanh - Secretary of the Party Committee, Chairman of the People's Council of Tan Dinh ward said that the current difficulties mainly stem from the process of task transfer, decentralization, personnel, facilities, finance and management methods, there is not enough basis to believe that the cause lies in administrative boundaries. The ward is therefore oriented to maintain stability of boundaries, focusing on improving management capacity and digital transformation.
Hoc Mon commune is the smallest commune in Ho Chi Minh City, more than 16.4 km2, reaching 54.67% of the minimum standard of 30 km2. However, the commune's population is up to 100,406 people, equal to 627.54% of the minimum standard of 16,000 people.
Hoc Mon has an urban population rate of 98.47%, non-agricultural labor 99.4%; average income in the period 2023 - 2025 reached 92.3 million VND/person/year. In 2025, total production value is estimated at 10,885 billion VND, of which industry, construction, trade and services account for about 99.1%.
Notably, Hoc Mon has met 9/9 standards for establishing wards and is developing a project to convert into wards, which has been approved in principle by the Standing Committee of the City Party Committee and the People's Council of Ho Chi Minh City. When it becomes a ward, the locality will meet and exceed the standards for area.
Mr. Tran Van Chien - Deputy Secretary of the Party Committee, Chairman of Hoc Mon Commune People's Committee said that stabilizing the boundaries and organizational structure during the locality's implementation of many key projects will help focus resources on infrastructure investment, improve the quality of public services and ensure security and order.
The Ho Chi Minh City People's Committee has proposed that the Party Committee of the Ho Chi Minh City People's Committee report to the Standing Committee of the Ho Chi Minh City Party Committee to agree on the policy of keeping 168 wards, communes, and special zones unchanged.
