According to the decision of Ninh Binh Provincial People's Committee, the transferred asset is the working headquarters at No. 57 Vi Hoang Street, Nam Dinh Ward, Ninh Binh Province (formerly the working headquarters of the People's Council - Nam Dinh Provincial People's Committee), currently managed by the Office of the Provincial People's Committee. The transfer was carried out due to the arrangement of administrative units, the Office of Ninh Binh Provincial People's Committee no longer needs to use this house and land facility.
Ninh Binh Provincial People's Committee said that the transfer of public assets to Nam Dinh Ward People's Committee for management and use is to ensure compliance with regulations and promote the efficiency of public asset use, in accordance with the actual situation and needs of the unit.
The decision also clearly states that within 30 days from the date the decision takes effect, the Office of the Provincial People's Committee shall preside over and coordinate with the People's Committee of Nam Dinh ward to organize the handover and receipt of assets in accordance with regulations.
Assign Nam Dinh Ward People's Committee to manage and use public assets for the right purpose, ensuring thrift and efficiency; register ownership rights, use rights of assets, and adjust land use rights prices. For assets that do not have information about the original price and remaining value of assets, Nam Dinh Ward People's Committee shall determine the original price and remaining value of assets for accounting after being allocated assets.
In addition, the Ward People's Committee manages and uses the area according to standards and norms specified in Decree No. 155/2025/ND-CP dated June 16, 2025 of the Government; for the area larger than the standards and norms, the unit manages and uses it to ensure economy and efficiency. In the process of management and use, there are appropriate agencies, organizations, and units to assign and transfer the area larger than the standards and norms; Nam Dinh Ward People's Committee is responsible for reporting to competent authorities and carrying out the order and procedures for assigning and transferring public assets in accordance with current legal regulations.
Review and complete the plan to rearrange and handle houses and land and send it to competent authorities for appraisal and approval in accordance with regulations.
