Ninh Binh voters suggested that the Ministry of Construction pay attention to implementing strategic projects such as: Ninh Binh International Airport, Ninh Co deep-water wharf, the eastern service road of Cau Gie - Ninh Binh Expressway (36m).
After studying, the Ministry of Construction responded as follows:
Regarding investment in Ninh Binh Airport:
According to the Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023, the airport in Ninh Binh has not been planned.
Currently, at the request of the People's Committee of Ninh Binh province, the Prime Minister has given the following opinion: If necessary, the People's Committee of Ninh Binh province shall develop a project to plan airports in Ninh Binh province and send it to the Ministry of Construction for synthesis and review to report to the Prime Minister when meeting the conditions according to Point a, Clause 1, Article 2 of Decision No. 648/QD-TTg dated June 7, 2023 and in accordance with the provisions of law".
Therefore, it is recommended that the National Assembly Delegation of Ninh Binh province give its opinion to the People's Committee of Ninh Binh province to proactively organize the preparation of a project to assess the possibility of forming an airport in Ninh Binh, including carefully assessing the needs, conditions, the possibility of forming an airport as well as related impacts, mobilizing maximum capital outside the budget for investment, sending to the Ministry of Construction for synthesis, reporting to the Prime Minister for consideration and decision.
Regarding investment in Ninh Co deep-water port:
Implementing the Master Plan for the development of Vietnam's seaport system; Detailed planning for seaports, wharves, wharves, pontoon wharves, water areas, and water areas, the Ministry of Construction has approved the Detailed Plan for the development of Nam Dinh seaport land and water areas for the period 2021-2030, with a vision to 20503 (now in Ninh Binh province).
Including the content "Research on the construction of general ports to serve Ninh Co Economic Zone when required".
In order to meet the needs of developing industrial fields in Ninh Co Economic Zone associated with Ninh Co port as proposed by Ninh Binh Provincial People's Committee, the report of the Vietnam Maritime and Waterway Administration, Ministry of Construction is consulting with relevant ministries and branches according to regulations on the dossier to adjust the Detailed Planning of the group of seaports and the Detailed Planning for the development of Nam Dinh port areas and waters (previously) to review and approve the adjustment of the planning according to regulations, as a basis for Ninh Binh Provincial People's Committee to call for and approve the investment policy for seaports.
Regarding investment in the eastern service road of Cau Gie - Ninh Binh Expressway:
According to the planning of Ha Nam province for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1686/QD-TTg dated December 26, 2023, the eastern service road of Cau Gie - Ninh Binh expressway belongs to the provincial road system in Ninh Binh province.
Therefore, the Ministry of Construction requested the National Assembly Delegation of Ninh Binh province to give its opinion to the People's Committee of Ninh Binh province to implement the investment in the road according to the approved plan, including considering adjusting the direction of the service road to avoid overlap, ensuring feasibility in the implementation process as proposed by voters.
