According to the plan, Ninh Binh province currently has 4,482 villages and residential groups, including 3,259 villages and 1,223 residential groups. After arrangement, the number of villages and residential groups is expected to be 1,753, including 1,249 villages and 504 residential groups, a decrease of 2,729 villages and residential groups, equivalent to 60.89%.
The sharp reduction of village and residential group focal points leads to the restructuring of the grassroots cadre team. As of May 31, 2026, Ninh Binh province had 30,730 non-specialized personnel and people directly participating in activities in villages and residential groups. Of which, non-specialized personnel are 11,620 people, including party secretaries, village heads, residential group heads and heads of Fatherland Front committees; people directly participating in activities are 19,110 people.
After arrangement, Ninh Binh is expected to reduce about 21,760 non-specialized personnel and people directly participating in activities in villages and residential groups. This is identified as the basis for reducing budget expenditures, and at the same time gradually increasing allowances for those who continue to perform tasks at the grassroots level.
According to the plan, non-specialized personnel in villages and residential groups after arrangement include 3 positions, arranged with a maximum of no more than 3 people. Positions include Party cell secretary; village head or residential group head; head of the village and residential group Fatherland Front Committee.
Ninh Binh province encourages the model of Party cell secretaries concurrently being village heads, residential group leaders or heads of Fatherland Front committees in places that meet the conditions. This is a direction to reduce focal points and increase unity in leadership and administration in residential areas.
In addition, people participating in activities in villages and residential groups include 6 positions, arranged with a maximum of 6 people. Positions include deputy village head, deputy head of residential group; deputy secretary of party cell; head of farmers' association branch; head of women's association branch; head of veterans' association branch and secretary of youth union branch.
The plan also stipulates that non-specialized personnel in villages and residential groups can concurrently hold other titles, but not more than 1 concurrent title. In case of concurrently holding other non-specialized personnel titles, the concurrent allowance level is equal to 50% of the allowance level of the concurrent title. In case of concurrently holding the title of person participating in activities in villages and residential groups, the concurrent support level is equal to 100% of the support level of the concurrent title.
For people participating in activities in villages and residential groups, concurrent employment is also not more than 1 other title and the support level for concurrent employment is equal to 100% of the support level of the concurrent title.
Ninh Binh Provincial People's Committee requests that the arrangement and use of non-specialized personnel must ensure publicity, transparency, objectivity, and compliance with regulations; associated with the process of arranging villages and residential groups in each locality. At the same time, it is necessary to fully implement regimes and policies, ensure the rights and stability of ideology for grassroots cadres in the implementation process.
According to calculations, after arranging villages and residential groups, each year the local budget is expected to reduce nearly 780 billion VND in spending for villages and residential groups. This spending reduction is one of the bases for Ninh Binh to consider increasing allowances for the remaining non-specialized cadres, and at the same time improve the efficiency of management at the grassroots level after operating the 2-level local government model.
