Information from Lai Chau Provincial Police said that Pa Do is a mountainous commune with particularly difficult border, with rugged terrain, difficult transportation, and limited education. These factors have made this place a drug "hot spot" for many years.
According to the latest statistics, Pa Do commune currently has about 1,376 households with 6,108 people, of which the number of people aged 16 and over is 3,670 people. The alarming thing is that Pa Do currently has 249 drug users and 246 drug addicts.
For every 7 adults (from 16 years old and above), 1 person in Pao is directly affected by drugs, accounting for the highest rate in Lai Chau province. The figures show the seriousness and urgency of the problem, drug abuse has penetrated into every village and every roof in Pao.
In early November 2025, a working group of Lai Chau Provincial Police led by Colonel Pham Hai Dang - Deputy Director, Head of the Provincial Police Investigation Agency visited Pa Do Commune to inspect, grasp the situation and urge drug prevention and control work.
At the meeting, Colonel Pham Hai Dang - Deputy Director of Lai Chau Provincial Police directly directed the Pa Do Commune Police force to strengthen the grasp of the local situation, make a list, strictly manage drug addicts and users in coordination with local authorities and social organizations to promote propaganda and mobilize people to give up drugs and participate in denouncing crimes.
The working group also requested Pa Do commune to regularly review, classify addicts, and implement treatment alternatives with methadone. At the same time, organize drug rehabilitation in the community in conjunction with livelihood support and job creation so that post-drug addicts can reintegrate into society.

Building a posture of drug crime prevention and control on the Vietnam - Laos border
Continuously implementing drug abuse prevention and control programs, in September 2025, in A Luoi 2 commune, Steering Committee 138 of Hue City held a conference to deploy the Plan to build a posture to prevent and combat drug abuse on the Vietnam - Laos border.
The main goal of this Plan is to mobilize the combined strength of the entire political system and the entire population in the work of preventing and combating all types of crimes, especially drug crimes, in the border area.
Thereby, it enhances close coordination between core forces such as the Police and the Border Guard in exchanging information, patrolling, controlling and handling incidents related to security and order. The police forces of border communes are responsible for coordinating with relevant units to organize conferences and carry out assigned tasks.
The implementation of the Plan aims to contribute to maintaining political security, order, and social safety on the border, creating a stable environment for people to develop the socio-economy, while effectively preventing the supply of drugs and other crimes from a distance and early.
At the conference, Hue City Police and the Border Guard signed the Regulation on coordination in the work of preventing and combating drug crimes in the Vietnam - Laos border area under Hue City;
At the same time, launching the "Peaceful Border" model, this is a skillful mass mobilization model to promote the role of each citizen, village chief, and village chief in denouncing crimes, propagating the law, building a solid people's security posture, turning each citizen into a " Soldier" on the border security front.

On December 12, 2025, the People's Police Academy (CSND) coordinated with the Department of Drug Crime Investigation - Ministry of Public Security to organize a ministerial-level scientific conference with the theme: "Improving the effectiveness of drug-related arrest and investigation activities of the Drug Crime Investigation Police of the provinces on the Vietnam - Laos border".
Information at the workshop, drugs are currently a global danger, causing serious consequences for the security, order and development of each country. Vietnam is an area strongly affected by the "golden four corners" and the Vietnam - Laos border line is more than 2,300km long, the situation of drug crimes in recent years has been very complicated, with the number of cases and subjects discovered increasing, methods and tricks are increasingly sophisticated and reckless, subjects are ready to use hot weapons to attack arresting forces.
Faced with this situation, the Drug Crime Investigation Police force has proactively coordinated with functional forces in fighting, arresting, and seizing drugs and achieved many important results.
However, this work still faces limitations and difficulties such as the wide and prolonged Vietnam - Laos border area, rugged mountainous terrain, many trails and openings, making it difficult to control, detect and arrest subjects; The activities of criminals are transnational, with close linkages between domestic and foreign networks, regularly changing methods and tricks to avoid detection by the authorities.
In addition, the investigation work to grasp the situation in some areas is not yet timely and comprehensive; The coordination between forces and international cooperation is sometimes limited in some places; Equipment and technical means for arrest and search in some border areas are not fully equipped, not meeting practical requirements of the fight against drug crimes in the new situation.

In the face of the above practical situation, the Scientific workshop: "Improving the effectiveness of arresting and examining drug-related criminals of the Drug Crime Investigation Police of the Border Provinces of Vietnam - Laos" has clarified the theoretical and practical issues on arresting and examining drug-related criminals in the border provinces of Vietnam - Laos.
On that basis, delegates at the workshop proposed solutions to improve the effectiveness of arresting and examining drug criminals on the Vietnam - Laos border, especially emphasizing the need to develop a plan and plan for arresting and examining to ensure safety, strictness and efficiency.
With more than 70 presentation reports sent to the Organizing Committee, the conference is a scientific forum of both theoretical and practical value. The results of the Workshop will be the basis for the People's Police Academy to study and propose to leaders of the Ministry of Public Security and relevant ministries and branches solutions to improve the effectiveness of drug-related arrest and examination activities of the Drug Crime Investigation Police of the Vietnam - Laos Border Provinces in the coming time.
