According to the reflection of the people of Phu Hai 1 residential group, each prolonged heavy rain or high tide is the area of alleys 59, 65, 32, 62 and most of the alleys of Phu Hai 1 and Phu Hai 3 residential groups subject to flooding. The water flooded into the house, as high as the calves, sometimes 2-3 days before receding, disrupting the lives of hundreds of households here. Not only that, frequent flooding causes houses to break down, walls to be moldy and cracked. The electrical equipment in the family was also broken and damaged.
Mr. Vu Xuan Nam - Party Cell Secretary, Head of Phu Hai 3 Residential Group - said that the main cause of prolonged flooding is the fact that the elevation of Phu Hai residential area is 0.5 - 1 m lower than adjacent housing projects, making this place a low-lying area. Not to mention, the drainage system in Phu Hai residential area has been dredged for a long time, not dredged regularly, so it is easy to clog, drainage is slow.

According to local residents, Phu Hai culvert was built in 2000 to prevent floods from the Lach Tray River into residential areas and regulate rice fields. After 25 years of use, this project has deteriorated, and the closed and unused valves are no longer effective. The closing time is not suitable for the tide. Many times, when the tide rises but the sewers cannot release in time, the water floods back into the residential area, causing this area to be flooded even more. People have repeatedly submitted petitions to authorities at all levels requesting to renovate drainage systems, raise road surfaces, and repair tidal culverts.
According to the leader of the Department of Infrastructure and Urban Affairs of Hung Dao Ward, in response to the recommendations of the people, the People's Committee of the ward sent an official dispatch to Hai Phong Public Works and Tourism Services Joint Stock Company (the unit managing and operating Phu Hai sluice) requesting the early inspection, repair and upgrading of the surface drainage system in Phu Hai 1 and Phu Hai 3 residential areas, especially the area of the alleys in Lane 59 Phu Hai to ensure people's lives.

A representative of Hai Phong Public Works and Tourism Services Joint Stock Company said that the unit receiving the management of Phu Hai culvert since January 2025, at that time the system had seriously degraded, many items were damaged. The company has also temporarily repaired the damage, but after checking the actual damage, the Pham Van Dong road surface is about 1 m higher than Phu Hai residential area, causing rainwater to not drain.
The company will prepare a budget to repair and replace the entire system of degraded equipment. Along with that, arrange staff to operate regularly to minimize flooding.
