According to the project to reorganize commune-level administrative units, Hai Phong City plans to have a surplus of 101 headquarters in the East of the city. The city also developed a roadmap to arrange and handle the above 101 headquarters. Accordingly, in 2025, 39 locations will be arranged, in 2026, 32 locations will be arranged, in 2027, 20 locations will be arranged and in 2028, 10 locations will be arranged.
Surplus headquarters will be prioritized for educational, medical or other public purposes. Through the survey, the working headquarters of state agencies are most suitable for converting functions, especially for public purposes such as cultural houses, libraries, and community activities.
For surplus public assets, the People's Committee of Hai Phong City will review, compile statistics, and develop a plan to continue to arrange and use them to transfer to other agencies and units that are currently lacking compared to standards, norms, or organize liquidation of assets for damaged assets that cannot be used in accordance with regulations.
The principle is to prevent loss or waste, ensuring that within 3 years from the effective date of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units of Hai Phong City. The People's Committee of Hai Phong City is committed to completing the arrangement and handling of public assets in accordance with regulations.
