The 2024 Social Insurance Law officially takes effect from July 1, 2025, stipulating that business owners with business registration are also subject to compulsory social insurance.
With thousands of business households being subject to incorrect collection of compulsory social insurance as reported by Lao Dong Newspaper, they expect the new policy to help solve legitimate rights and aspirations for many years.
However, the answer from the Social Insurance agency still made people feel unsatisfied, even increasing their anger. From then on, the disappointment continued.
On July 2, sharing with reporters, Mr. Nguyen Viet Lam, Minh Xuan ward, Tuyen Quang province (formerly Y La ward, Tuyen Quang city) still cannot help but worry as the matter has not been resolved yet while those responsible have gone to the National Assembly forum to answer.
"Yesterday (July 1), I went to Tuyen Quang Social Insurance (19th area) to ask about my incident but they still said that there were no specific instructions from Vietnam Social Insurance and suggested that I continue waiting. waiting for a long time, I am losing faith in the social insurance agency. I had to borrow nearly 300 million VND to pay the 5-year installment for 20 years of social insurance to receive a pension, but now I have to wait in this worried state" - Mr. Lam was upset.
Can't wait
In 2023, Lao Dong Newspaper published many articles reflecting on the concerns and frustrations of business households that were required to collect incorrect social insurance in Tuyen Quang, the locality with the most cases of incorrect collection in the country.
Many people have borrowed hundreds of millions of VND, saving the savings for life to pay the full number of years of closing the social insurance book to receive a pension. But so far no one has resolved it.

As for Ms. Hua Thi Mai, Son Duong commune, Tuyen Quang province (formerly Son Duong town, Son Duong district, Tuyen Quang province), the case of incorrect social insurance collection is struggling with ovarian cancer. The pain of illness has already been caused, but every time she thinks about the amount of money that has been collected incorrectly and has not been resolved, Mrs. Mai feels even more tired.
"I thought that from July 1, 2025, when the new Social Insurance Law takes effect, our issues will be resolved, but we were still too sluggish, when asked by the Social Insurance side, they still said wait. How long do I wait for this illness to end?" Ms. Mai could not contain her emotions and burst into tears.
Remember at the question-and-answer session on the morning of June 6, 2023 (5th session of the 15th National Assembly), Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung (now Minister of Ethnic Minorities and Religions) proposed 3 options for the case of business owners being required to collect social insurance.
At that time, thousands of business owners who were accused of collecting incorrect compulsory social insurance across the country such as Mr. Lam, Ms. Mai... believed that in just a few days they would receive pensions or a refund of the amount of money that had been collected incorrectly. But over the past 2 years, the disappointment has continued.
Of the more than 4,000 business owners who were required to collect social insurance in violation of regulations from 2003 to 2016, Tuyen Quang province accounted for the most with 870 cases, most of whom have paid for 20 years.
