Water turns unusual brick red
The Bac Nam Hung canal is 8.135km long, originating from Tay Ha sluice (Bac Son commune, An Duong district), ending at An Tri sluice (Hung Vuong ward, Hong Bang district) on the main canal of Re river.
The Bac Nam Hung Canal is responsible for taking water from the Tan Hung Hong Canal (Re River branch) to irrigate about 200 hectares of agricultural land in Bac Son Commune, An Duong District; receiving and draining rainwater and wastewater from residential areas, production and business establishments in Nam Son, Bac Son Communes and Hung Vuong Ward.
Recently, voters in Hai Phong City have continuously petitioned about the increasingly serious pollution situation in Bac Nam Hung canal, where the canal water frequently changes color abnormally and the foul smell directly affects people's lives.
An Hai Irrigation Works Exploitation Company Limited (the unit that manages, exploits and operates the Bac Nam Hung canal) also reported that since August, the unit has recorded many times that the canal water shows signs of being "poisoned". On August 28, August 29, September 11, September 24, October 10, October 21, October 24, the section from Bau Pagoda behind Tan Thuan Phong Company Limited to My Tranh cemetery (Nam Son commune) and the section of the canal from the culvert through Highway 5 to An Tri culvert (Hung Vuong ward), the canal water turned dark yellow, brick red.
Most recently, on October 29, the unit continued to discover that in the above areas, the canal water was still brick-brown, with scum floating on the surface. Faced with the increasingly serious pollution of the canal, with signs of waste discharge, the Company has repeatedly sent documents to the Hai Phong City People's Committee and relevant agencies.
Strictly handle if discovered illegally discharging waste into canals.
In response to the petition of the people and An Hai Irrigation Works Exploitation Company Limited, on October 30, the Hai Phong City People's Committee issued a document directing the handling of the pollution situation of Bac Nam Hung Canal. In particular, the city assigned the Department of Natural Resources and Environment to preside over and coordinate with agencies and units to inspect the compliance with environmental protection laws of enterprises discharging waste into Bac Nam Hung Canal; strictly handle violations according to regulations.
The Hai Phong City People's Committee also assigned the City Police to direct functional forces to promptly detect and prevent cases of illegal discharge into the Bac Nam Hung canal; and strictly handle them according to their authority.
Previously, in response to the petition of voters of the City People's Council, the Hai Phong City People's Committee also said that because most of the wastewater sources are untreated and discharged directly into the canal, there is a risk of the canal water being polluted. The City People's Committee directed the Department of Construction to study and propose a plan to build a wastewater collection system (currently draining into the Bac Nam Hung canal) to bring it to the city's centralized wastewater treatment system to completely resolve the pollution of the Bac Nam Hung canal water source.
