According to the Ninh Binh Department of Agriculture and Environment, by the afternoon of September 21, the flood water level on the Hoang Long and Day rivers is decreasing. However, the consequences of the prolonged rain and flood still affect many residential areas, agricultural production and infrastructure systems in the province.
As of 4:00 PM on September 21st, Ninh Binh province still has 602 houses flooded, mostly households living outside the dike. In which, Gia Vien commune has 250 households, Tay Hoa Lu ward has 215 households, Phu Son commune has 50 households; other localities such as Thanh Son, Gia Tuong, Gia Phong communes, Ha Nam and Phu Ly wards still have some households flooded.
During the rain and flood, Ninh Binh province organized the relocation of 318 households with 1,050 people to safe places. By the afternoon of September 21, 304 households with 993 people had returned home. Currently, there are still 14 households with 57 people in the dike area of Ha Nam ward and Phu Son commune who cannot return due to unsafe conditions.
Drainage work continues to be implemented in flooded areas. Units managing and exploiting irrigation works are operating 331 fixed electric pumps, 117 culverts, one lake culvert and 25 spillways; the remaining works are placed in a state of readiness to drain water for agricultural production, urban areas and industrial parks.
The response force includes 989 officers and soldiers of the army, 200 officers and soldiers of the police and other forces and 65 vehicles of all kinds.
In Phu Van ward, after building about 200m of sandbags to prevent overflow in the Ly Thuong Kiet street area, Manh Tien residential group, the locality has completed cleaning, and traffic has returned to normal operation.
Some school sites were flooded, by the afternoon of September 21, the water had also receded and was ready to welcome students back. However, in Ninh Binh province, there are still 2 school sites, Gia Vien Primary School branch 2 and Tan Thanh Kindergarten branch Thanh Thuy, which are still flooded, and students have to take leave from school or study online.
Floods also caused great damage to production. As of 3 pm on September 21, there were still 1,880.5ha of rice affected, of which 13.5ha were flooded white; more than 182ha of crops were damaged. In addition, there were 716.48ha of aquaculture flooded, and 1,510 poultry damaged.
Regarding infrastructure incidents, functional forces have initially handled landslides and slipways on the left Day dyke in Kim Bang, Nguyen Uy and Phu Van wards; and handled leaks at the two Sai sluice gates, Thanh Son commune.
Ninh Binh Department of Agriculture and Environment requests localities to continue to monitor water level developments, inspect dyke, embankment, dyke, culvert systems and key key points; operate drainage in flooded areas.
For areas where water has receded, localities focus on environmental sanitation, disinfection, sterilization, ensuring domestic water sources and preventing and controlling epidemics for people, livestock, and poultry, and at the same time urgently compiling full statistics of damage caused by floods.
