By noon on September 16, heavy rain and rising river water had caused 301 households with 1,136 people in Yen Thanh, Thanh My, Thanh Tan and Thanh Yen villages to be flooded.

For households living in level 4 houses, response is more difficult. When water floods into houses, people must quickly move people, property and livestock to safe places. Some families proactively move to relatives' houses to stay.
