The An Phu intersection project, the largest traffic project in Ho Chi Minh City, is facing the risk of being behind schedule due to land clearance problems at the N1 and 2 overpass branch. The 22,000 m2 land plot that has not been handed over is becoming a "bottleneck" affecting the goal of completing the entire project by the end of 2025.

The largest bottleneck is located at the N1.2 overpass branch, connecting from the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to Luong Dinh Cua Street (Thu Duc City). According to the record, the site for the construction of this bridge branch has not yet been handed over. This is a land plot of about 22,000 m2, part of An Phu intersection project and part of overlapping with An Phu Development Urban Area project invested by Thu Thiem Real Estate Joint Stock Company.

The Thu Duc City Compensation and Site Clearance Board said that Ho Chi Minh City has directed departments, branches and the Thu Duc City People's Committee to urgently review and advise on a proposed handling plan for urgent site clearance (GPMB) to ensure the implementation of the construction of the An Phu intersection must be completed in 2025.

In addition, the 600 m section of Luong Dinh Cua Street, which is stuck with land clearance, has become a "bottleneck". This situation causes serious traffic restrictions, often causing congestion and traffic jams, especially during rush hour when cars and motorbikes jostle each other little by little.

The lack of land to build and expand Luong Dinh Cua Street (under the An Phu project boundary) has lasted for a decade without completion. As a result, the scene of chaos, waste and pollution has been prolonged on one of the important gateway routes of Ho Chi Minh City.

Previously, according to the plan of the Traffic Department, if the site clearance of the 22,000 m2 area is completed by the end of 2024, the construction unit will organize the relocation of the D400 water supply pipeline and the N1.2 bridge branch and the expanded road section to be completed by the end of 2025. Thus, up to now, the delay in handing over the site has officially exceeded the original plan, putting great pressure on the overall An Phu intersection project.
Currently, construction units of the An Phu intersection project can only focus on items that do not depend on the site such as underpasses (HC1 underpass expected to open to traffic at the end of June 2025), N2, N3, N4 overpasses and auxiliary technical infrastructure.

However, if the slow site clearance continues, not only the N1.2 bridge but the entire project is at risk of not being able to complete it in 2025 as committed, seriously affecting the expectation of relieving traffic pressure in the East - the gateway to Ho Chi Minh City.
