Luong Dinh Cua Street - one of the main traffic axes connecting the eastern gateway of Ho Chi Minh City, was expanded in 2015.
The project has a total length of 2.5km, stretching from Tran Nao Street to An Phu intersection, with a cross-section of 30m, total capital of 826 billion VND.
After nearly 10 years of implementation, by the end of 2024, the project had completed the section from Nguyen Hoang Street to Tran Nao.

The remaining section of about 600m long from Nguyen Hoang to An Phu intersection is currently only about 1/3 of the right width under construction, the rest is "waiting" due to land clearance problems.
This is the section adjacent to major traffic routes such as Mai Chi Tho Avenue, Ho Chi Minh City - Long Thanh - Dau Giay Expressway and Nguyen Thi Dinh Street, so traffic jams often occur.
The main reason for the project's delay is due to the problem of more than 22,000m2 of land within the planning boundary of An Phu Development Urban Area invested by Thu Thiem Real Estate Joint Stock Company.
There are 64 households in this area that need compensation, but so far there has been no agreement on a handling plan between relevant units.

Not only Luong Dinh Cua Street, the above 22,000m2 area also overlaps with the An Phu intersection construction project.
This is an urgent traffic project at the eastern gateway of the city, started at the end of 2022 with a total investment of more than VND 3,400 billion.
According to the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor), the project has reached about 65% of the construction volume - behind schedule.
Notably, the N1.2 overpass branch - connecting Luong Dinh Cua Street to Ho Chi Minh City - Long Thanh - Dau Giay Expressway has only completed three bridge piers, reaching about 12% of the volume due to land in the An Phu Development Urban Area.

Faced with the prolonged congestion affecting the progress of both key projects, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has issued instructions to remove difficulties.
The Traffic Department is assigned to coordinate with the Department of Agriculture and Environment to map the site clearance boundary of the An Phu intersection project. The goal is to clarify which project boundary this overlapping land area belongs to, determine the number of affected households and calculate compensation costs in accordance with regulations.

At the same time, the People's Committee of Thu Duc City was assigned to preside over reviewing the entire land acquisition boundary, compensation process, and granting of land use right certificates for three projects: An Phu intersection, Luong Dinh Cua street and An Phu Development Urban Area. Relevant units need to quickly report and propose a feasibility handling plan to submit to the Ho Chi Minh City People's Committee for consideration and decision.
The Department of Finance is also required to review all legal documents, consider the approval of investment policies of investors in the area, thereby proposing specific solutions to soon remove the "bottleneck" of the site.
