In a document sent to the Ho Chi Minh City People's Committee on April 11, 2025, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor) said that it will open the HC1-01 underpass under the An Phu intersection project on April 26, 2025 to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day.
The HC1-01 underpass is 480m long, including 4 lanes, with an investment cost of about VND341 billion, located at the intersection between Mai Chi Tho Avenue and Dong Van Cong Street.

However, this plan could not be implemented because the pumping station - a mandatory technical item for operating the underpass - had not yet completed construction.
Although before that, the People's Committee of Ho Chi Minh City has directed the Director of the Transportation to urgently direct the professional department and the contractor to implement the item of the pumping station of the HC1-01 tunnel of An Phu intersection project at the latest on April 29.
In case by the end of April 29, the above item is not completed and put into operation, the Director of the Traffic Department will have to review personal responsibility and report to the Chairman of the Ho Chi Minh City People's Committee for strict handling according to regulations.
But until now, it is May 2, the project has not been put into operation.

This is not the first time the progress of the An Phu intersection project has been delayed.
Previously, in April 2024, when closing the Mai Chi Tho - Dong Van Cong intersection to construct the HC1-01 tunnel, the Traffic Department said it would be completed on September 2, 2024. But this plan was not achieved. Up to now, even the new milestone on April 30, 2025 continues to be missed.
In addition to HC1-01, the project has another underpass, HC1-02, directly connecting the Ho Chi Minh City - Long Thanh - Dau Giay Expressway access road with Mai Chi Tho Street. This tunnel is 760m long, with a total investment of about 343 billion VND, and also includes 4 lanes. Currently, this item has only reached more than 70% of the construction volume.
The An Phu intersection project (Thu Duc City) started construction at the end of 2022, with a total investment of more than VND 3,400 billion.
The original plan was to complete the entire project by April 30, 2025. However, the progress has been postponed until the end of 2025 and this time frame is still uncertain due to some delays, especially site clearance.
At the beginning of Luong Dinh Cua Street - one of the main connecting routes of An Phu intersection, there are still 22,000 m2 of land that have not been handed over due to overlapping with the An Phu urban area project (88.03 ha).

Up to now, the An Phu intersection project has only completed some items such as Giong Ong To bridge and Ba Dat bridge. However, these two bridges have not yet been put into operation due to waiting for the underpass and overpass items to be completed synchronously.
Meanwhile, the other 5 overpass branches in the project are only constructing the bridge piers.

The prolonged construction has caused serious traffic congestion at the An Phu intersection.
This is a connection point between a series of key traffic axes such as Ho Chi Minh City - Long Thanh - Dau Giay Expressway, Mai Chi Tho Avenue, Nguyen Thi Dinh, Luong Dinh Cua and Dong Van Cong streets.
On average, this area has to carry about 22,000 container trucks per day, putting great pressure on the transport infrastructure.
