For many years, Binh Yen aluminum recycling village (Nam Ninh commune, Ninh Binh province) has been considered a hot spot for environmental pollution.
According to the reporter of Lao Dong Newspaper, located right in a densely populated residential area, scrap aluminum recycling activities are quite active. Along the alleys in Binh Yen village, there are many coal bags gathered to serve aluminum smelting furnaces; production wastewater, domestic wastewater flowing under open-air ditches. Behind the village, there is a wastewater treatment plant but it is not operating, the equipment is rusty...
According to statistics from the People's Committee of Nam Ninh commune, in Binh Yen village, there are currently 170 production households (accounting for 30% of households in the village), including 77 households of scrap aluminum smelting workers; 27 households mechanical processing of products made from aluminum; 66 households producing shapes and washing; about 1,000 workers participating in production; the amount of scrap aluminum recycled by households is about 400 tons/month.
Speaking to Lao Dong Newspaper, Mr. Luu Van Dung - Chairman of Nam Ninh Commune People's Committee also admitted that the aluminum recycling activities of households in Binh Yen village are spontaneous, with outdated technology, causing environmental pollution at an alarming level.
Similarly, in Ninh Van handicraft stone making village (Nam Hoa Lu ward), air pollution, dust, and noise have occurred for many years. Production activities here are mainly outdoor, with temporary constructions of factories.
Mr. Nguyen Van Sang - a resident of Tran Lu village, Nam Hoa Lu ward, said that for many years now, people here have had to live with environmental pollution, especially pollution caused by dust and noise.
It is known that Ninh Van handicraft stone making village currently has nearly 1,000 households and more than 80 businesses located in the area participating in stone production.
According to the assessment of the functional sector of Ninh Binh province, the cause of environmental pollution in the above two craft villages is due to the low efficiency of wastewater collection and treatment projects, solid waste... Production and business households in craft villages have poor awareness of complying with environmental laws. The handling of violations is not effective, easily leading to the risk of lawsuits.
Faced with the above situation, on November 6, the People's Committee of Ninh Binh province issued a document directing the provincial Department of Agriculture and Environment to coordinate with units and localities to develop a project to investigate and survey, and comprehensively assess the environmental pollution level of craft villages in the province.
For Binh Yen aluminum casting village, encourage the implementation of solutions to support environmental protection in craft villages such as converting production technology (from burning coal and wood kilns to using thermal power), encourage the application of waste treatment technology generated right at source. Completion time is before December 31, 2025. For Ninh Van stone processing village, establishments and businesses operating with large-scale factories are required to carry out environmental procedures according to regulations, apply measures to collect and treat waste, and prevent dissemination of environmental pollution.
At the same time, reorganize the operation of the wastewater treatment system of the Ninh Van handicraft stone processing industrial cluster and must connect with the drainage system of stone production and processing households, ensuring effective operation to minimize polluting agents. Completion date is before January 30, 2026.
