According to initial information, the incident occurred at about 11:30 pm on December 31, 2025 in the area in front of house number 111 Tran Phu street, Hai Phong City. At this time, crowds were moving on Tran Phu street towards the City Theater Square area to watch the New Year 2026 fireworks program.
According to people's camera footage, car 15A-340.XX passed through the crowd, trying to turn into Tran Phu street. However, due to the large number of pedestrians and motorbikes, while reversing, the driver lost control and collided with many passersby. Fortunately, the collision did not cause serious consequences. Many witnesses panicked and ran away from the car area.
Immediately after the incident occurred, people and functional forces requested the driver to stop the car. However, the driver still closed the door and barricaded himself in the car. After a period of mobilization and applying necessary measures, functional forces took a man out of the car.
