According to the Traffic Police Department, in the process of implementing the interdisciplinary coordination plan to ensure order and safety of inland waterway traffic, the Traffic Police force under the Department and functional units discovered and handled a wharf for illegally storing construction materials on the Red River, in Hung Yen province.
The working group conducted an inspection of the Red River wharf area at Km78, Van Xuan commune (Hung Yen province), and discovered that the construction materials gathering wharf of Mr. Pham Quang K (born in 1969, residing in Van Xuan commune) had an inland watercraft with registration number TH-1649 anchored and loading goods from the vehicle onto the wharf.
Through inspection, the TH-1649 vehicle has a total weight of 969.1 tons, a capacity of 560 CV, owned and captained by Mr. Cao Van B (born in 1996, residing in Linh Toai commune, Thanh Hoa province).

Mr. B presented all his qualifications, professional certificates and documents proving the origin of the goods. However, owner Pham Quang K wharf could not present documents proving that he was licensed to operate a port, inland waterway wharf or anchorage area according to regulations.
The working group has drawn up a record of administrative violations against the two individuals above. Specifically, Mr. Pham Quang K was fined VND 27.5 million for organizing vehicles to anchor at unlicensed locations; Mr. Cao Van B was fined VND 7.5 million for anchoring vehicles to unload goods in areas not advertised for operation.
This inspection and handling of violations is part of the key plan of the Traffic Police force, aiming to strengthen the effectiveness of state management in the field of waterway transport, prevent and stop violations, ensure order, safety and protect the inland waterway corridor on the Red River.
