On the afternoon of June 9, speaking with a reporter from Lao Dong Newspaper, the leader of the People's Committee of Phuong Dinh Commune (Truc Ninh District, Nam Dinh Province) said that at around 10am this morning (September 9), people discovered the body of a man in a level 2 production ditch in Van Canh Village in the commune.
According to initial results, the body discovered was Mr. H.V.C (born in 1976, in Van Canh village, Phuong Dinh commune), a drug addict.
The leader of Phuong Dinh Commune People's Committee added: "Previously, the family also discovered that Mr. C had not returned home since the previous day and had lost contact, so they reported it to the local authorities. When the family discovered the body, they had the information, and the police completed the handover procedures to the family for funeral arrangements. The cause of the incident is being investigated and clarified by the authorities".
