For nearly a month now, since Decision 67 of Ho Chi Minh City on new garbage collection prices took effect, localities in the city have implemented new unit prices. However, it is noted that in some places, there is still no consensus on the general fee according to regulations.
People are confused when paying for new garbage collection
Mr. Nguyen Thanh Hung (residing in Phu Nhuan District) said that a few days ago, he received a notice of paying the garbage collection fee at the new level. Mr. Hung was really surprised when the new price was twice as high as the old price.
"Last month, the old fee was applied, I only paid 50,000 VND/month, but this month, I received a notice that I had to pay up to 120,000 VND/month. I was really confused. While I asked in another district, the fee only fluctuated around 66,000 VND/month, Mr. Hung shared.
According to Ms. Xuan An (residing in Binh Thanh District), today she received a notice from the landlord about the payment of a new garbage collection fee. "Last month I paid 50,000 VND/month, now the host collects 66,000 VND/month. I am also assured because at first I was worried about having to weigh and calculate the money, but now I just need to pay a fixed price," said Ms. An.
Pre-printed documents to explain regulations to people
Mr. Pham Van Khanh, Director of the Dong Tam Environment Cooperative Union, said that up to now, localities have implemented new garbage collection price lists, but they are still not synchronous.
Mr. Khanh said that in District 3, the new fee has been applied due to a document issued from the ward. However, in District 10, although Decision 67 has been effective since June 1, the ward has not issued a document applying the new price, causing difficulties in collecting fees.
When asked about the consensus of the people, Mr. Khanh admitted that the majority accepted the new fee because it was within their ability to pay. However, many people are still wondering and confused about how to calculate fees based on the scale or volume.
Mr. Khanh explained that the collection unit must have color printing regulations to explain in detail to the people. "Those who regularly pay for garbage are easily convinced because they have confidence," Mr. Khanh expressed.
For business households, the application of the new fee is facing more obstacles. Mr. Khanh said that some households requested confirmation from the new ward to pay because the amount was larger than before. The average amount of waste of business households ranges from 400,000 - 500,000 VND or 1 million VND/month depending on the amount of waste.
Mr. Khanh admitted that in the context of sluggish business, and increased garbage fees, the general mentality of business households is very unacceptable. These cases need explanatory support from ward officials with environmental expertise. Some people even say "let's go to the landfill by ourselves" if they can't bear the new fee.
Mr. Khanh also clarified the new garbage fee applied from 1.6: For households, it is 66,000 VND (including VAT). Additional transportation fee is 25,000 VND, a total of 91,000 VND/household.
Mr. Khanh affirmed: "It is not right to say that anyone collects more".
Mr. Vo Thanh Long, a garbage collector in Xuan Thoi Thuong commune (Hoc Mon), shared about the implementation of new garbage collection fees in the district.
Mr. Long said that the new price that the district has implemented is 86,400 VND/month for each household, including collection, transportation and VAT fees. However, this has just begun to be announced, the collection unit has not yet collected the money.
"We have just implemented the price but have not collected the money, so we have not seen any difficulties," said Mr. Long.
