Many places have not yet applied fee collection according to new prices
Explaining from the Department of Agriculture and Environment of Ho Chi Minh City, for households (considered a small source of waste), the payment level will be applied according to the maximum weight standard of 126kg/month. This coefficient is calculated based on the average amount of waste generated per capita and the average population of a household. This means that households in the same area will pay the same amount of garbage at a fixed monthly rate without having to measure the actual amount of garbage emitted.
Accordingly, a normal household in Thu Duc City and districts that only discharges daily household waste will pay 61,000 VND for collection and 23,000 VND for transportation; plus 8% VAT in June 2025, the total amount of waste that this household must pay is 90.720 VND/month.
In particular, in the case of owners of large sources of waste (agencies, organizations, production and business establishments, industrial parks, industrial clusters), local authorities will coordinate with collection units and owners of waste sources to organize statistics, determine the average amount of waste generated, then base on Decision 67 to determine the waste price according to the volume.
However, after nearly half a month when Decision 67 took effect, the application of garbage collection and transportation fees in many districts in Ho Chi Minh City has not been implemented due to many obstacles.
Mr. Quang Van Luan (Phu Nhuan District) wondered: "The fee for garbage collection at the new price is quite clear, I agree with the general rate for households of 126kg/month. However, there are still no specific instructions on how to collect garbage fees, so my family is still confused about how to do it.
Slow implementation, the collection unit also "asked for heaven"
Mr. Le Xuan Thuong - Secretary of the Party Cell of Quarter 12, Ward 6, Go Vap District - said that he has not received a specific document on how to implement the new garbage collection fee, although he has received information through the media.
"Last month, we still collected at the old price, but we have not collected the new price for the past few days" - Mr. Thuong said.
Given the confusing implementation situation, private garbage collection units are also facing many difficulties. Ms. Huong, the owner of a collection unit in Binh Tan district, said that it is impossible to weigh each household's garbage but is expected to collect about 95,000 VND/household to cover expenses. For large households or businesses, it is possible to apply a separate calculation method, even weighing garbage when necessary.
Ms. Huong recommended that the locality should soon announce clear and transparent prices so that people and collectors can easily implement them.
For Decision 67 to truly come into life, it is necessary to clarify the fee for each group of subjects, ensure transparency and fairness, and help people feel secure in fulfilling their obligations.
According to Decision 67, Ho Chi Minh City divides into 3 areas applying different garbage collection and transportation fees, temporarily applied generally because garbage has not been classified at source.
In Thu Duc City and inner-city districts, households or waste sources not exceeding 126kg/month pay 61,000 VND for collection and 23,000 VND for transportation; over 126-250kg pay 91,000 VND and 34,000 VND.
Binh Chanh and Cu Chi districts apply 57,000 VND and 19,000 VND for under 126kg; 85,000 VND and 28,000 VND for over 126kg.
Nha Be, Can Gio, Hoc Mon districts maintain the collection rate of 57,000 VND and 85,000 VND, but the transportation fee in the inner city area is 23,000 VND and 34,000 VND.
