On July 10, the Government Office issued Document No. 6409/VPCP-QHDP conveying the opinion of Deputy Prime Minister Le Thanh Long on implementing the conclusion of General Secretary To Lam at the meeting with the Standing Committee of the Can Tho City Party Committee, the Standing Committee of the Soc Trang Provincial Party Committee, and the Standing Committee of the Hau Giang Provincial Party Committee.

According to the document, Deputy Prime Minister Le Thanh Long assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction to study and handle recommendations on prioritizing the allocation of central capital for key transportation and infrastructure projects; preside over and coordinate with the Ministry of Home Affairs to study and handle recommendations on supporting experts and technical resources in the period of transition to organize the apparatus and review local planning.
The Ministry of Science and Technology shall preside over and coordinate with relevant ministries and agencies to study and handle recommendations on policies to attract human resources for science, technology development, innovation, digital transformation, and promptly issue regulations on spending content for Resolution 57-NQ/TW, ensuring sufficient spending for science, technology and digital transformation in localities, while speeding up the progress of synchronously deploying shared data.
Regarding the settlement of complaints and denunciations that are prolonged and exceeding the level, the Deputy Prime Minister assigned the Ministries of Industry and Trade, Agriculture and Environment, and Finance to urgently issue documents guiding Can Tho City before July 15, 2025 on the proposal to issue a Resolution of the City People's Council approving the level of support and other support specific to wind power projects in the area so that the locality has a basis for implementation.
The Government Inspectorate presides over and handles recommendations: Through reviewing and organizing dialogues, the case has been resolved by competent authorities in accordance with the law, procedures and order. If citizens continue to send petitions to higher agencies, it is recommended that the agency or organization receiving the petition not consider and resolve the petition, not forward the petition to the locality but notify the citizen with the petition to comply with the decision that has been finally resolved by the competent authority in accordance with the law. This is done in the spirit of the Conclusion of General Secretary To Lam in Notice No. 142 dated March 23, 2025 of the Central Party Office on resolving prolonged complaints and denunciations, exceeding the central level in Hanoi.
The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Ethnic Minorities and Religions and the Ministry of Finance to study and handle recommendations on policies to support education and health care for poor households, near-poor people, ethnic minorities, increase investment in essential infrastructure in ethnic minority areas, and guide the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2026-2030 more specifically, reducing procedures.
The Deputy Prime Minister requested relevant ministries and agencies to promptly handle recommendations and proposals, report to the Prime Minister on implementation results or contents beyond their authority (if any); and respectfully send them to the Central Party Office to report to the General Secretary before July 30, 2025.
