On June 3, Phu Quoc Special Zone People's Committee (An Giang) organized the enforcement of forced remediation for land and construction violations (tourism attraction "The Peak" (ecological garden)) of Mr. Le Trong Dai and Mr. Tran Van Luong in the Dien Tien mountain area. The enforcement process was implemented with the participation of functional sectors and forces of An Giang Provincial Police, Phu Quoc Special Zone Police to absolutely ensure security and order, safety for people and task force.
The enforcement is carried out based on the Decisions on forced remediation of consequences of the Chairman of Phu Quoc Special Economic Zone People's Committee for Mr. Le Trong Dai and Mr. Tran Van Luong (both residing in Ho Chi Minh City); judgments of the Provincial People's Court related to Mr. Le Trong Dai; notices of acceptance of administrative cases of the Court for decisions on handling violations related to Mr. Tran Van Luong. At the same time, through inspection and review of dossiers from May 11 to 15, 2026, Special Task Force 833 of the Provincial People's Committee determined that the dossiers for handling administrative violations and enforcement have been prepared in accordance with the order and procedures according to the provisions of law.
According to functional agencies, Mr. Le Trong Dai has committed many violations in the field of land and construction such as organizing construction without a construction permit, arbitrarily changing the land use purpose from perennial crop land to non-agricultural land, building works not in accordance with the approved plan, encroaching on land managed by the State and Phu Quoc National Park. The total area of violations is up to thousands of square meters.
Regarding Mr. Tran Van Luong, the person who leased Mr. Dai's land for business, functional agencies determined that he had acts of arbitrarily changing the land use purpose of more than 5,100m2 of agricultural land to non-agricultural land, leveling ground, distorting terrain, building works not in accordance with planning and encroaching on land managed by the State.
In the enforcement area, there are currently many large-scale construction items including the main building, bungalow accommodation area, swimming pool, spa service area, refreshment areas and auxiliary works serving tourism business activities. Due to the complex terrain, many areas are out of sight, have material storage and backup power systems, so security and safety assurance is built by functional forces with strict plans.
To ensure the enforcement of coercive decisions in accordance with legal regulations, the An Giang Provincial Police and Phu Quoc Special Zone Police have deployed professional measures, assigned forces to protect the scene, regulate traffic, maintain security and order, proactively prevent and handle acts of resistance, causing disorder or obstructing law enforcement officers.
The enforcement is carried out to force violating individuals to comply with the handling decisions of competent authorities, restore the original state of land according to regulations, contributing to strengthening the effectiveness and efficiency of state management in the field of land, construction and ensuring urban order in the Phu Quoc special zone.
