According to the proposal, non-specialized workers in villages and residential groups (village officials) belonging to this group are supported once with 4.5 months of current allowance.
The support level does not include allowances or support for concurrent positions.
Phu Tho Provincial People's Committee estimates the total cost of policy implementation to be about 19.466 billion VND, an average of 13.38 million VND/person.
According to the Provincial People's Committee, after arranging and reorganizing villages and residential groups, the locality continues to consolidate the team of non-specialized personnel in the direction of improving standards and quality, meeting the management requirements of local authorities at two levels.
Before the arrangement, the whole province had 5,049 villages and residential groups. Phu Tho has implemented the arrangement of 3,640 units. After the arrangement, the whole province still has 3,071 villages and residential groups, a decrease of 1,978 units, equivalent to 39.18%.
Along with arranging units, localities implement the restructuring and consolidation of non-specialized personnel.
About 1,455 people who do not meet the standards must quit their jobs to carry out the work of consolidating and improving the quality of the team.
The Provincial People's Committee said that this group currently does not have a policy to support resignation from the Central Government.
According to Clause 5, Article 2 of Decree 154/2025/ND-CP, non-specialized workers in villages and residential groups who are redundant due to the arrangement of villages and residential groups and quit immediately after the arrangement decision are subject to the staff streamlining policy.
Decree 185/2026/ND-CP also stipulates that non-specialized workers in villages and residential groups who retire due to arrangement and reorganization are entitled to regimes and policies according to the Government's regulations on streamlining staff.
However, people who quit their jobs because they do not meet the general standards or specific standards of the province for the locality to proactively restructure and consolidate the team are not subject to Decree 154/2025/ND-CP.
The Provincial People's Committee believes that issuing a separate support policy to limit disadvantages and ensure the rights of this group is necessary.
The policy does not apply to cases that have enjoyed the staff streamlining regime as prescribed by the Government.
