According to the Resolution of the National Assembly, from January 1, 2025, Ho Do commune of Loc Ha district will be merged into Ha Tinh city, all 11 remaining communes and towns of Loc Ha district will be merged into Thach Ha district, from here on the name of Loc Ha district will be erased.
On December 28, an official from the Department of Home Affairs of Ha Tinh province said that there is currently a specific plan for the arrangement and assignment of officials, civil servants and public employees in Loc Ha district.
Regarding the issue of arranging cadres, civil servants and public employees to new units, officials from the Ha Tinh Department of Home Affairs said that the agencies and units receiving the new employees will proactively arrange that.
"Basically, cadres, civil servants and public employees who are arranged and assigned work according to the plan are all ready to accept tasks according to the organization's arrangements, demonstrating their sense of responsibility for the common cause of the Party and State," said this official.
Civil servant arrangement plan
On December 27, the Department of Home Affairs of Ha Tinh reported on the plan to arrange civil servants and public employees in Loc Ha and Thach Ha districts when implementing the arrangement of district-level administrative units.
According to the report, Loc Ha district currently has 55 civil servants. Of these, 25 are civil servants holding leadership and management positions.
The arrangement plan is to assign 12 civil servants to the People's Committee of Ha Tinh city. Of which, 1 civil servant is a department leader and 11 are specialists.
Assign 2 civil servants to the Department of Justice; 3 civil servants to the Provincial Economic Zone Management Board (1 Head of Department, 1 Deputy Head of Department and 1 specialist).
Arrange 2 people for Can Loc district People's Committee, 1 person for Duc Tho district.
Arrange 35 civil servants to the People's Committee of Thach Ha district. At that time, Thach Ha district will have 107 civil servants. This arrangement determines that there will be a surplus of 29 civil servants in Thach Ha district in 2025, which will be streamlined later.
Staffing
Regarding the staff of the Center for Application of Science and Technology and Protection of Plants and Livestock in Loc Ha district, there are 10 people. The plan is to assign 3 people to Ha Tinh city; 7 people to Thach Ha district (determining that there will be 7 surplus positions in Thach Ha district in 2025).
There are 13 officials at the Cultural - Communication Center of Loc Ha district, 1 person will be assigned to Ha Tinh city and 12 people will be assigned to Thach Ha district.
Arrange all 9 officials of Loc Ha District Vocational Education and Continuing Education Center to Thach Ha District Vocational Education and Continuing Education Center (no redundancy).
Assign 7 officials of the Investment and Construction Management Board of Loc Ha district to Ha Tinh city (3 people), Hong Linh town (1 person) and Thach Ha district (3 people).
Assign 8 officials to Ha Tinh City Medical Center; 11 officials to Thach Ha District Medical Center (determining 7 surplus positions in 2025 in Thach Ha).
Medical examination and treatment field: 122 officials from Loc Ha district are assigned to Thach Ha district (planning to establish Loc Ha district General Hospital) and no surplus staff is identified.
Arrange 2 people from Loc Ha District Red Cross Society to Thach Ha District Red Cross Society (determined to have 2 surplus people).
For employees under labor contracts under Decree No. 111 of 2022, Loc Ha district has 5 people including 3 contracts at the District People's Council - People's Committee, 1 contract at the District Vocational Education - Continuing Education Center, 1 contract at the Medical Center.
The above 5 contract workers will be imported into the new Thach Ha district (3 surplus people will be determined at the People's Council - People's Committee of the district).
