On December 28, the Ba Ria - Vung Tau Provincial Party Committee has just had a plan to arrange and streamline the organizational structure of provincial-level agencies and units in the area.
In particular, the Provincial Party Committee has developed 18 contents that need to be implemented immediately in January 2025, with the main content being to develop projects to end the operations of a number of agencies and units, establish new ones, and merge agencies and units in the area.
For example, building a Project to establish a Provincial Party Committee and a Provincial Government Party Committee (the Provincial Party Committee's Organization Board presides over it); building a Project to merge the Provincial Party Committee's Propaganda and Education Board and the Provincial Party Committee's Mass Mobilization Board into the Provincial Party Committee's Propaganda and Education Board.
Merge Ba Ria - Vung Tau Newspaper and Provincial Radio - Television Station into Provincial Media Center; merge Department of Planning and Investment with Department of Finance into Department of Economy - Finance; merge Department of Transport and Department of Construction into Department of Construction and Transport; merge Department of Natural Resources and Environment with Department of Agriculture and Rural Development into Department of Agriculture and Environment.
Merge the Department of Information and Communications with the Department of Science and Technology into the Department of Science, Technology and Communications; merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs into the Department of Home Affairs and Labor; merge the Department of Culture and Sports with the Department of Tourism into the Department of Culture, Sports and Tourism; merge the Department of Foreign Affairs into the Office of the Provincial People's Committee.
Develop projects to improve the organizational structure; decide on functions, tasks, powers, and organizational structure in units that partially receive management functions from other agencies and units.
In addition, district-level localities also organize the development of projects to arrange, consolidate, and merge agencies and units as a guideline for the arrangement and organization of agencies at the provincial level.
Agencies and units not included in the reorganization plan must proactively develop a plan to review and reorganize internal focal points to ensure streamlined organization, staffing, and arrangement of cadres, civil servants, public employees, and workers to ensure effective and efficient operations.
According to the Provincial Party Committee's Organizing Committee, after 7 years of implementing Resolution 18 (since 2017), by October 2024, the locality had reduced from 1,045 agencies and units to 898 agencies and units, reaching 12.9%; reducing 2,893 assigned positions, reaching 11.6%.
Continuing to streamline the apparatus in the coming time, it is expected that 24 party organizations under the Provincial Party Committee will be reduced to 12; provincial administrative agencies will be reduced from 22 to 15... In total, it is expected that the whole province will reduce 140 organizations, agencies, and units at all levels.
