Official dispatch sent to Quang Ninh Provincial People's Committee; VinSpeed High-Speed Railway Investment and Development Joint Stock Company (VinSpeed Company).
The official dispatch clearly states that the Hanoi - Quang Ninh high-speed railway line has been approved for investment policy by the Quang Ninh Provincial People's Committee and also approved for investors in the decision dated January 30, 2026.
Location and direction of the Hanoi - Quang Ninh high-speed railway line (section passing through Bac Ninh province) is located between the median strip of the road connecting Gia Binh airport with Hanoi capital and the connecting section from Gia Binh International Airport to Hai Phong section passing through Bac Ninh province, with the starting point belonging to Tri Qua ward, the ending point belonging to Trung Kenh commune (on the section running through communes and wards: Thuan Thanh, Mao Dien, Tram Lo, Gia Binh, Lam Thao, Luong Tai); in accordance with the planning approved by Bac Ninh Provincial People's Committee.
Currently, Bac Ninh Provincial People's Committee is implementing the project "Road connecting Gia Binh airport with Hanoi Capital", therefore, it is proposed that Quang Ninh Provincial People's Committee assign a specialized agency to be the focal point and direct the investor - VinSpeed Company to closely coordinate with specialized agencies of Bac Ninh province (including assigning the Department of Construction as the focal point) and People's Committees of communes where the railway line passes through to organize the implementation of related tasks such as: site clearance, survey, design, construction... to ensure synchronization, unity, and avoid overlap.
It is known that VinSpeed Company was founded by billionaire Pham Nhat Vuong in May 2025, mainly operating in railway construction, production of locomotives, carriages...
This enterprise is implementing the Hanoi - Quang Ninh high-speed railway project.
The project is about 120 km long, passing through the territory of 22 communes and wards of 4 provinces and cities including Hanoi, Bac Ninh, Hai Phong and Quang Ninh. This high-speed railway line has a width of 1,435 mm, electrified.
According to VinSpeed's proposal, the total investment for the Hanoi - Quang Ninh high-speed railway project is about 138,930 billion VND, equivalent to nearly 5.3 billion USD (according to the exchange rate at Vietcombank on October 31, 2025).
