Resolving 16,356 dossiers after 1 year of operation
After the merger, Nam Dinh ward, Ninh Binh province has a natural area of 19.91km2, a population size of about 188,700 people. Along with expanding the development space, the locality also synchronously implements the arrangement of the organizational structure and public non-business units.
Accordingly, from 47 schools before arrangement, the whole ward currently has 38 schools including 12 kindergartens, 15 primary schools and 11 secondary schools, a decrease of 9 schools. The grassroots health system is also streamlined when 18 health stations are arranged into 1 ward health station.
In parallel with the organizational consolidation, administrative reform has been promoted. Since the operation of the 2-level local government model, the Nam Dinh Ward Public Administrative Service Center has received 16,473 administrative procedure dossiers, of which 16,433 dossiers were processed online. The rate of dossiers resolved correctly and ahead of schedule is 16,356/16,473 dossiers.


Coming to carry out land procedures at the Nam Dinh Ward Public Administrative Service Center, Ms. Tran Thi Tuyet said that the handling of dossiers is now much more convenient than before.
I came to make land dossiers and was enthusiastically guided by officials. Many procedures that used to have to go back and forth many times are now supported to be carried out online right at the one-stop-shop. In addition, the ward also supports computers so that people can carry out administrative procedures faster and more conveniently," Ms. Tuyet shared.

Mr. Tran Quang Thanh - Director of the Nam Dinh Ward Public Administrative Service Center said that although the population size is large and the number of dossiers increased sharply after the merger, thanks to the application of information technology and improved responsibility of the staff, dossier processing is still maintained smoothly.
Towards a digital administration
One of the highlights in the operation of the new model in the super ward in Ninh Binh is the promotion of digital technology application in resolving administrative procedures.
Mr. Tran Duy Trung - Specialist of the Nam Dinh Ward Public Administrative Service Center, co-author of the initiative "Building an active administrative procedure model - personalization according to citizen data at the commune-level one-stop-shop" said that the initiative focuses on building a QR code system for the entire list of administrative procedures under the ward's jurisdiction, helping people proactively look up information, dossier components and implementation procedures before coming to transact.
According to Mr. Trung, the system is designed according to the "Mother QR - Child QR" model. In which, the mother QR code leads to a list of administrative procedures of the ward, linked to component QR codes according to each specific field and group of procedures. From this QR code, people can immediately choose the fields to be implemented such as civil status, notarization, land, labor - social affairs... to access directly.

When scanning QR codes, people no longer have to search for information through many listings. This solution helps shorten 2 steps of lookup, thereby saving time for people, and improving the efficiency of receiving and processing administrative dossiers.
Mr. Pham Xuan Thu - Vice Chairman of Nam Dinh Ward People's Committee said that the locality is continuing to coordinate with specialized agencies to remove difficulties in digital infrastructure, and at the same time strengthen training and fostering skills for the staff.
However, in the process of implementation, there are still certain difficulties. The National Public Service Portal system at times has overloaded, interface errors or unstable data interconnection, affecting the receipt of online dossiers. Frequent system changes and updates also pose the requirement of rapid adaptation for the team of officials directly handling administrative procedures.
After a year of operating the 2-level local government, Nam Dinh ward has basically stabilized the organizational structure and gradually improved the quality of service to the people. In the coming time, the locality will continue to promote digital transformation, improve the operational efficiency of the Public Administration Service Center, towards building a professional, modern administration that better serves the needs of the people," Mr. Thu emphasized.
