Implementing Plan No. 06/KH-BCD197 dated November 11, 2025 of Steering Committee 197 of Hanoi City on piloting the construction of model Hoan Kiem, Cua Nam, and Ba Dinh wards for urban order and civilization; promoting the key role of the main force, Hoan Kiem Ward Police has proactively advised Steering Committee 197 of the ward to resolutely implement measures to build model wards for security and order.
On the afternoon of November 19, the Hoan Kiem Ward Police Department launched an inspection, propaganda, and guidance for people to comply with legal regulations on traffic order, safety, order, and urban civilization.
On Phu Doan Street, in front of Viet Duc Hospital, traffic density is high. However, some cases of driving cars stopping and parking vehicles in violation of regulations, encroaching on the roadway, causing traffic obstruction. The working group has prepared a dossier for handling according to regulations.
In parallel with the inspection and handling of violations, Hoan Kiem Ward Police have stepped up propaganda to the people about the purpose and requirements of building a model ward; mobilized business households to arrange goods and vehicles neatly, maintain environmental hygiene, and not encroach on roads and sidewalks; strictly comply with regulations related to the use of advertising signs, covers, and spans. At the same time, businesses are required to sign a commitment to strictly comply with regulations on urban order and civilization.
Under the propaganda and guidance of the Ward Police, local people expressed their agreement, support and affirmed that they will actively coordinate with the authorities in maintaining the increasingly civilized and clean urban appearance.
Lieutenant Colonel Nguyen Doan To - Deputy Head of Hoan Kiem Ward Police - said that Hoan Kiem area is the political, economic and cultural center of the capital with population density and traffic volume. Meanwhile, problems with planning, infrastructure, roadway, and narrow sidewalks are still limited, so the implementation of tasks is facing many difficulties.
With a proactive spirit, immediately after implementing the two-level local government (from July 1), the Ward Police proactively grasped the situation in the area, identified violations of traffic order, public order, urban order, environmental sanitation... to advise on solutions.
In the coming time, the Ward Police will closely follow the city's instructions to synchronously deploy specific measures and solutions to successfully carry out the task of building a model Hoan Kiem ward for urban order and civilization.
