On the afternoon of November 18, the Steering Committee 197 of Hanoi City held a conference on piloting the construction of Hoan Kiem, Cua Nam, and Ba Dinh wards as models of urban order and civilization.
Speaking at the conference, Major General Duong Duc Hai - Deputy Director of Hanoi City Police - emphasized that building a model ward for urban order and civilization is a major policy of the city, demonstrating high political determination in urban beautification.
On that basis, on November 11, the Steering Committee 197 of Hanoi City issued a Plan on "Piloting the construction of model Hoan Kiem, Cua Nam, and Ba Dinh wards for urban order and civilization". The pilot implementation period is from November 15, expected to end on February 15, 2026.
The successful construction of the pilot model of Hoan Kiem, Cua Nam, and Ba Dinh wards into model wards of urban order and civilization will be a premise to be replicated throughout the city; contributing to gradually building the appearance of the Capital "Bright - Green - Clean - Beautiful - Civilized - Modern" to meet the requirements of economic and social development of the Capital and the country.
According to the Plan, the implementation is divided into 3 phases.
Phase 1: "Organize basic investigation, propaganda, and arrangement". From November 15 to November 30, units will focus on a comprehensive basic investigation of the area; organize reviews and repainting of paint lines on the streets, arrange gathering points, collect waste...; at the same time, deploy propaganda work, mobilize the masses to voluntarily comply with legal regulations on traffic order, safety, urban order, public order and environmental sanitation.
Phase 2: "General inspection, handling, and clearance of violations". From November 30 to December 31, units will organize a campaign to mobilize maximum forces and means to focus on inspecting, handling, and thoroughly clearing existing violations in the management area.
Phase 3: " Maintain, prevent, and combat re-offending". From January 1, 2026 to February 15, 2026, units will maintain patrolling, inspection, and handling of violations; at the same time, focus on implementing measures and solutions to prevent and combat re-offending.
Concluding the conference, Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police - requested units and localities to fully grasp the goals and requirements in the Plan of the City Steering Committee 197 to unify awareness and mobilize maximum resources for implementation.
During the implementation process, units closely followed the criteria and roadmap to develop plans suitable to the practical situation, clearly assigned responsibilities to each force and unit; focused on strengthening propaganda on policies, purposes, and requirements for piloting the construction of model wards... to gain the consensus and support of the masses.
Lieutenant General Nguyen Thanh Tung also requested departments, branches, sectors, and members of the City Steering Committee 197 to promote their assigned role as guides, coordinators, and create the most favorable conditions for the Steering Committee 197 of Hoan Kiem, Cua Nam, and Ba Dinh wards to successfully build a pilot model. In particular, the implementation must ensure compliance with the law - regulations - procedures; ensure civilization - persuasion - closeness to the people, respect for the people in propaganda, handling and focus on maintaining sustainability and determination to prevent re-offending.
