Promoting site clearance work
Reality shows that site clearance plays an important role in the progress of public investment projects. Without clean ground for construction, projects may overrun, be behind schedule, not promote investment efficiency, cause waste of resources, and affect the disbursement of public investment capital and economic growth targets.
Site clearance is both directly related to the rights and livelihoods of people, and has complex procedures, with many steps such as: land acquisition, inventory of assets, development of compensation plans, payment, resettlement... Therefore, smooth coordination between many departments, branches and local authorities is required.
Along with the advantage of being close to the people and close to the people of the 2-level local government model, levels of Phu Tho province have proactively and strengthened dialogue, propaganda, mobilization, and full and timely implementation of compensation, support, and resettlement policies according to regulations during the site clearance process of projects.

The project to renovate and upgrade rural roads in area 2, Thanh Uyen commune (now area 2 - Minh Duc, Hien Quan commune) was started on October 12. Right from the project implementation, the Party Committee, government, functional agencies of Hien Quan commune and residential area have proactively coordinated, promoted propaganda, mobilized people and removed obstacles early.
Immediately after being handed over the clean ground, the contractor quickly deployed construction. According to reporters of Lao Dong Newspaper in the last days of the year, just over 2 months after the commencement, the road has now been basically completed, the entire route has been concreted with spacious and beautiful road surface.
According to Mr. Nguyen Thanh Do - Secretary of the Party Cell, Head of Zone 2 - Minh Duc, the entire zone has about more than 50 households, all of whom are parishioners of the Minh Duc parish belonging to Thanh Uyen Parish. When propagated at all levels about the policy of expanding the road, people all agreed and voluntarily donated land and dismantled architectural structures so that the project could be implemented soon.

With large projects such as the inter-regional traffic road project connecting Ho Chi Minh Road with National Highway 70B, National Highway 32C of Phu Tho province to Yen Bai province (now Lao Cai province), which is a key project of the province (total investment of 2,120 billion VND), previous districts and current communes have actively and proactively removed difficulties and promoted site clearance work.
To date, the main inter-regional road, more than 53km long, through the old districts of Tam Nong, Cam Khe, Ha Hoa, has been opened; the important branch connecting from the main road to Cam Khe industrial park and the extended inter-regional road connecting National Highway 32C are being accelerated in construction progress.
With the branch connecting Cam Khe industrial park, which was started at the end of 2024 with a total investment of more than 96 billion VND. In the early stages of project implementation, site clearance work faced many difficulties when some households did not agree to receive compensation funds, slow land handover, and difficulty in determining the origin of land...

Faced with the above situation, the authorities of the old communes of Cam Khe district (Xuong Thinh, Cap Dan, old Cam Khe town) and the current Cam Khe commune have made efforts to propagate and mobilize people to understand the purpose and meaning of the project and agree to implement it. Along with that, specialized agencies support the communes to determine the origin of land and soon complete compensation plans.
According to Mr. Nguyen Anh Tuan - Vice Chairman of Cam Khe Commune People's Committee, by October 2025, the site clearance of the inter-regional branch road has been completed, 428/428 households have been inventoried, reaching 100%; approved and paid compensation and support to 428/428 households; handed over the entire site length of the 3.083/3.083km route... From there, the project is being accelerated in construction progress.
Active disbursement of public investment capital
Right from the beginning of 2025, Phu Tho province has identified disbursement of public investment capital as a key and consistent task. In which, site clearance is an extremely important link and directly affects the progress of disbursement of public investment capital. If site clearance is slow, the project is stalled, and there is no construction volume, leading to no basis for payment and disbursement of capital.
Therefore, levels, sectors, and localities of the province have upheld the spirit of proactiveness and actively resolving obstacles in site clearance for projects. When one of the biggest bottlenecks affecting the disbursement results of public investment capital has been removed, projects are implemented quickly, and public investment capital is allocated in accordance with the plan and progress.

Up to now, the total public investment plan capital allocated is 36,496.219 billion VND; detailed allocation of 36,496.219 billion VND, reaching 100%.
For the whole province, accumulated disbursement in the first 11 months of 2025 is estimated at 18,816.760 billion VND, reaching 51.6% of the total capital plan. It is estimated that disbursement for the whole year 2025 will reach 95% of the total plan; of which, disbursement of the capital plan assigned in 2025 (excluding long-term capital) is 26,150 billion VND, reaching 140% compared to the capital plan assigned by the Prime Minister.
From the synchronous solutions that have been and are being implemented, along with the involvement of the entire political system, site clearance work in particular, and disbursement of public investment capital in general in Phu Tho have achieved many positive results, contributing to promoting economic growth, creating a foundation for the province to successfully implement the socio-economic development goals set out.
