Tet gifts for pension and allowance recipients: Which province or city spends the highest amount?

Many provinces and cities give Tet gifts to people with meritorious services, people receiving pensions and monthly allowances.

Great source of spiritual encouragement every Tet holiday

On the occasion of the Binh Ngo Lunar New Year 2026, the President decided to give gifts to people with meritorious services to the revolution at 2 levels, 600,000 VND and 300,000 VND each, depending on the group of subjects.

This is a gift level applied uniformly nationwide, implemented annually to show the State's gratitude to people with meritorious services.

Sharing with Lao Dong reporters, Mr. Giang Van Truc (Son Tay ward, Hanoi) said: "I am 80 years old this year, and have just received war invalid allowance, and am also a retired official. Every year I receive Tet gifts from the Party and the State, which is really touching. The payment of pensions and allowances to policy beneficiaries along with Tet gifts every Tet and spring is a great source of encouragement for us".

In addition to Tet gifts from the President, many localities use local budgets to give additional gifts or cash support to people with meritorious services, policy families, and relatives of martyrs. The level of support, scope of beneficiaries, and form of payment are decided by each locality, based on budget balancing capacity and actual situation.

Along with that, pension and social insurance allowance beneficiaries nationwide continue to receive combined pension and allowance payments for 2 months (February and March) in the February period, in order to create conditions for more financial resources to serve Tet spending.

This payment is not a Tet gift, but is an important source of money for many elderly people, which is of great encouragement.

Localities allocate large resources to care for Tet for policy beneficiaries

In the announced Tet care plans, many localities allocate large resources to support policy beneficiaries.

In Hanoi, more than 1.1 million gifts were presented with a total budget of 574 billion VND (according to Plan 341/KH-UBND).

For people with meritorious services, the highest level is 2 million VND/person, applied to Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes of the resistance period, wounded soldiers from 21%, sick soldiers from 41%, veteran revolutionaries, pre-insurrection revolutionaries, representatives of martyrs' relatives...

Some other groups receive 1 million VND/person. People receiving pensions, monthly loss of working capacity allowances and social pension allowances are supported with 300,000 VND/person from the local budget through the social insurance agency. Elderly people are congratulated on their longevity with a level from 700,000 to 1.2 million VND, depending on age.

In Ho Chi Minh City, according to Plan 34/KH-UBND, the city allocates more than 2,123 billion VND to care for Tet, of which gifts for people with meritorious services alone account for more than 340 billion VND with over 210,000 gifts. The gift level is divided into 12 groups, the highest being 10 million VND/gift for Vietnamese Heroic Mothers who are receiving monthly preferential allowances (72 gifts).

Pensioners and commune and ward officials retiring receive 1.8 million VND/person (about 316,530 persons). Social pensioners receive 1.5 million VND/person (nearly 228,000 people). Social protection groups and other vulnerable groups have their own support levels, commonly from 1-1.5 million VND/person.

Hai Phong is one of the localities with a high level of care for people with meritorious services.

The highest Tet gift level, which is 70,000 VND/person, is given to the following subjects: Vietnamese Heroic Mothers; revolutionary activists before January 1, 1945, wives (or husbands) of revolutionary activists before January 1, 1945 who have passed away and are permanently residing in the city. According to Resolution 41/2025/NQ-HĐND of the City People's Council.

The city gives Tet gifts to people with meritorious services to the revolution and relatives of martyrs at 5.5 million VND/gift, including 5.2 million VND in cash and 300,000 VND in kind, applicable to more than 99,000 people, with a total budget of about 550 billion VND. This support is implemented in parallel with Tet gifts from the President.

Localities such as Da Nang, Ca Mau, Quang Ninh also issued policies to give Tet gifts to people with meritorious services, people receiving social allowances and the elderly, with a common level from a few hundred thousand VND to over 1 million VND per person, depending on the group of subjects; in which some localities support an additional 500,000 VND/person for subjects who have received central gifts.

In addition to people with meritorious services, the elderly and pensioners are the group that many localities are interested in during Tet.

According to current regulations, elderly people aged 90 and 100 are wished longevity and celebrated longevity according to the State's common framework. Specifically, people who turn 100 are wished longevity by the President and given gifts in cash and in kind; people who turn 90 are wished longevity and given gifts by the Chairman of the Provincial People's Committee.

Based on this framework, many provinces and cities use local budgets to increase the level of longevity money and expand it according to each age milestone such as 70, 75, 80, 85, 90 and from 100 years old and older, with support levels ranging from several hundred thousand VND to several million VND per person. These expenses are usually made during Tet or integrated into spring longevity wishing activities.

For pensioners, in addition to paying pensions and social insurance allowances in bulk before Tet, some localities also issued separate policies to give gifts in cash, such as Ho Chi Minh City supporting 1.8 million VND/person, Hanoi supporting 300,000 VND/person.

However, this is not a unified policy nationwide but depends on the decision and budget balancing capacity of each locality.
