On August 14, Military Region 9 organized a conference to summarize the implementation of the 2018 Law on National Defense, the 2019 Law on Militia and Self-Defense Forces, and the 2013 Law on National Defense and Security Education.
The summary shows that the thorough grasp and implementation of laws has been concerned and directed by Party committees, authorities, and military agencies at all levels, achieving many practical results contributing to building an all-people national defense, consolidating the defense area, and enhancing the strength of national defense from the grassroots level.
Implementing the National Defense Law, the Military Region focuses on concretizing regulations into military and national defense tasks; reviewing and supplementing the system of documents, combat plans, defense combat plans; building forces in accordance with organization and staffing. The work of selecting and calling citizens to enlist annually ensures 100% of targets, contributing to building forces and improving national defense potential.

From that foundation, the Law on Militia and Self-Defense Forces was implemented in conjunction with the requirement to build strong and widespread local forces. Militia and self-defense forces throughout the Military Region account for 1.06% of the population, the proportion of party members reaches 20.33%; 100% of communes have Military Party Cells and 100% of Military Party Cells have Party committees. Through practice, militia and self-defense forces continue to affirm their core role at the grassroots level in maintaining security, order, disaster prevention and recovery.
Along with building forces, the Law on National Defense and Security Education contributes to creating a foundation for awareness and responsibility for the task of protecting the Fatherland. The Military Region has organized 4,913 national defense and security knowledge training classes for subjects 2, 3, 4 with 432,490 turns of people; national defense and security education in schools is maintained in a regular manner, contributing to consolidating the "people's heart formation" from the grassroots level.
Besides the achieved results, the Conference also pointed out some limitations. The issues raised from practice require continued improvement of mechanisms, policies and laws on national defense, militia and self-defense, national defense and security education.

Concluding the conference, Lieutenant General Nguyen Xuan Dat - Commander of Military Region 9 requested agencies, units, and localities to continue to thoroughly grasp the Party's viewpoints, policies, and laws of the State on national defense. The focus is on improving the quality of training, combat readiness; building a strong, widespread, high-quality militia and self-defense force suitable for each area; strictly managing reserve forces; improving the operational efficiency of military agencies at all levels, especially the commune-level military command.
Along with that, build a solid defense area, linking socio-economic development with strengthening national defense and security; proactively grasp the situation, not to be passive or surprised.

Based on the opinions at the conference, the Military Region received and summarized difficulties, obstacles, and inadequacies from practice; researched and proposed to competent authorities to amend, supplement, and complete the Law on National Defense, the Law on Militia and Self-Defense Force and the Law on National Defense and Security Education, ensuring synchronization, closeness to reality, creating a solid legal corridor, meeting the requirements of the task of protecting the Fatherland in the new situation.
On this occasion, the Military Region awarded Certificates of Merit to 16 collectives and 16 individuals with outstanding and typical achievements in propaganda and organization of the implementation of the 2018 Law on National Defense, the 2019 Law on Militia and Self-Defense Forces, and the 2013 Law on National Defense and Security Education.
