Strengthen control
On December 16, the People's Committee of Quang Binh province said that it is assigning specific tasks to departments, agencies, and localities, from controlling fishing vessel activities to monitoring seafood output through ports. These measures are not only to ensure compliance with the law but also to strengthen transparency in the seafood supply chain.
For localities, the People's Committees at district levels such as Dong Hoi City, Ba Don Town, Bo Trach District and Quang Trach have proactively reviewed and clearly assigned responsibilities to each unit and department to avoid overlapping in management work. Important tasks include handling "3 no" fishing vessels, monitoring 100% of fishing vessels through the voyage monitoring system (VMS), and increasing physical inspections at seafood loading and unloading points.
Since the beginning of 2024, the total output of monitored aquatic products in Quang Binh has reached more than 49,432 tons, in which localities such as Bo Trach and Quang Ninh play a key role. However, there are still limitations such as the high number of fishing vessels with expired inspection and fishing licenses, typically Quang Trach with 113 expired vessels. 24 fishing vessels have not installed VMS equipment, reducing the effectiveness of monitoring and management.
Completely solve the "3 no" fishing boat problem
To address these problems, Quang Binh is strengthening inter-sectoral coordination among units such as the Border Guard, the Department of Agriculture and Rural Development, and the District People's Committees to thoroughly resolve issues related to "3 no" fishing vessels, install VMS, and monitor fisheries.
Strengthen the monitoring system of unloaded seafood output deployed at 100% of fishing ports, ensuring electronic traceability (eCDT). This is a key factor to prove the legality of exported seafood.
Authorities will conduct many peak inspections and strictly punish fishing vessels that lose VMS connection, exploit the wrong area, or cross the boundaries of foreign waters.
Select communes of Duc Trach, Quang Phuc, Canh Duong... to carry out a widespread propaganda campaign to help fishermen understand the importance of complying with regulations against IUU fishing.
Urge to synthesize the results of monitoring the output of exploited aquatic products in the province; conduct statistics on the output of exploited aquatic products unloaded by fishing vessels of the province outside the province (through the aquatic product logbook) to increase the monitoring rate of exploited aquatic products of the province.
Review the records of certification of origin of exploited aquatic products (if any). Continue to advise on the implementation of eCDT electronic traceability to ensure transparency and legality in tracing the origin of exploited aquatic products; advise on overcoming the situation of recording and submitting illegal fishing logs.
Mr. Ngoc Huy (fisherman in Bao Ninh commune, Dong Hoi city) said that strictly following regulations when catching and exploiting aquatic products has created a daily habit for himself.
When fishing, Huy ensures that he continuously reports the location and logbook. This makes it easier for him to return to shore in the process of reporting, importing, and selling the goods.
