On March 10, Mr. Do Tam Hien - Vice Chairman of Quang Ngai Provincial People's Committee signed a decision to establish a Task Force to appraise dossiers to support funds to overcome animal diseases in 2025 (abbreviated as the Appraisal Team), headed by Mr. Nguyen Quang Trung, Deputy Director of the Department of Agriculture and Environment.
The deputy heads include Mr. Pham Huu Thinh - Deputy Director of the Department of Finance; Mr. Do Van Chung - Head of the Sub-Department of Livestock and Veterinary Medicine.
The members include Mr. Vo Van Duong - Deputy Director of the Provincial Police; Mr. Vo Quoc Hung - Deputy Director of the Department of Industry and Trade; Mr. Pham Manh Cuong - Deputy Head of the Sub-Department of Livestock and Veterinary Medicine.
The task of the Appraisal Team is to assign specific responsibilities to the members of the Appraisal Team; develop and issue an appraisal plan for damage support dossiers provided by communes, wards, and special zones.

Check the completeness and validity of the dossier; compare aggregated data; conduct probability and post-inspection when necessary. Do not re-evaluate all detailed dossiers that have been appraised by the People's Committees of communes, wards, and special zones according to their authority.
Make an appraisal record; summarize the list of localities and establishments eligible for support and cases not eligible for support, clearly stating the reasons; guide localities to complete and overcome dossiers (if any). Summarize and report to the Provincial People's Committee; advise on the draft Submission and Decision approving support funds.
Responsible for the validity of dossiers provided by communes, wards, and special zones; Commune-level People's Committees are fully responsible for the accuracy of dossiers when providing and working with the provincial-level Appraisal Team.
The appraisal team works on a part-time basis, self-dissolving after completing the assigned tasks.
Based on the functions and tasks of each agency and unit, the Head of the Appraisal Team assigns specific tasks to each member of the Team. Documents issued by the Appraisal Team use the seal of the Department of Agriculture and Environment.
In January 2026, Quang Ngai Provincial People's Committee sent a document to the Ministry of Finance requesting consideration and submission to competent authorities to support the province with more than 106 billion VND to overcome damage caused by animal diseases on land and pay funds for forces participating in epidemic prevention and control in the province in 2025.
Among the diseases, African swine fever is identified as the most serious, causing great damage to the province's key livestock industry. From January 1 to December 31, 2025, Quang Ngai province had more than 92,000 pigs forced to be destroyed due to disease.
The total proposed support for pig farms with damaged pigs is more than 208 billion VND. This is the largest proportion of the total support for damage caused by animal diseases on land in the province in the past year.
