On August 31, the People's Committee of Quang Ngai province issued document No. 61/QD-UBND on supplementing funding for giving gifts to the people, on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
The decision clearly states that additional funding will be provided to communes, wards and special zones to give gifts to the people, on the occasion of the 80th anniversary of the August Revolution and National Day on September 2 with an amount of 213 billion VND. Of which, the additional central budget is targeted in Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister at more than 212 billion VND; the provincial budget reserve in 2025 is more than 1.7 billion VND.
The decision also comes with an appendix on the allocation of specific funding sources for localities in the province. Of which, Binh Son commune is the locality with the largest number of beneficiaries and funding allocated with more than 8.7 billion VND.
The province requires the Department of Finance to be responsible to the inspection, examination and auditing agencies for the completeness and accuracy of the content of the proposal to the Provincial People's Committee to supplement funding for communes, wards and special zones; at the same time, allocate funds to communes, wards and special zones to comply with regulations.
Synthesize and advise the Provincial People's Committee to report the implementation results before September 25, 2025 and return the provincial budget reserve after the central government adds funds.
The People's Committees of communes, wards and special zones shall preside over and coordinate with the Commune Police to organize payment implementation in accordance with the instructions of the Ministry of Finance in Official Dispatch No. 13578/BTC-NSNN dated August 29, 2025; ensure timeliness, publicity, transparency, and correct subjects, and prevent loss, waste, and negativity.
During the implementation process, in case of lack of resources, proactively use local budgets to ensure adequate and timely gift giving to people. Then, synthesize and report to the Provincial People's Committee through the Department of Finance for supplementation; in case of excess resources, localities must return to the provincial budget the remaining funds.
Along with that, be responsible for managing, using and settling the budget according to regulations. Report the implementation results to the Department of Finance before September 20, 2025. The State Treasury of the XV region and its affiliated transaction offices are responsible for controlling expenditures and paying funds according to current regulations.
Chief of the Provincial People's Committee Office, Director of the Provincial Police, Director of the Department of Finance; Director of the State Treasury of the XV region, Heads of affiliated transaction offices; Chairmen of People's Committees of communes, wards, special zones and heads of relevant agencies and units are responsible for implementing the decision.
