On August 28, 2025, at the Party Central Committee Headquarters, the Politburo's Working Group No. 2 chaired by Politburo member and Prime Minister Pham Minh Chinh worked with the Standing Committee of the Hai Phong City Party Committee and the Standing Committee of the Quang Ngai Provincial Party Committee to give opinions on the draft documents and personnel plan for the Party Committee to submit to the Hai Phong City Party Congress and the Quang Ngai Provincial Party Congress for the 2025 - 2030 term.
Attending the meeting were Politburo members: Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia; Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; General Phan Van Giang - Minister of National Defense.
Also attending were Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Le Minh Tri; representatives of leaders of a number of central agencies and leaders of a number of departments, branches and sectors of the two localities.
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the achievements of the two localities, basically agreed with the draft documents that have been implemented in the spirit of Directive No. 45-CT/TW, comprehensively evaluated the results achieved in the past 5 years, frankly pointed out limitations, causes and drew lessons.
For Hai Phong in the new term, the Hai Phong City Party Committee continues to receive opinions from Politburo members, Secretariat members, departments, ministries and branches and especially concretize the direction of General Secretary To Lam for the city in the recent working session to complete documents and personnel submitted to the Congress, ensuring to meet the vision and development orientation in the context of the new situation, in the new development space with the potential and advantages of Hai Phong..., especially paying attention to building a strong political system at all levels, ensuring solid national defense, maintaining political security and social order and safety, improving the effectiveness of foreign affairs work; caring for and improving people's lives.
For Quang Ngai in the new term, the Provincial Party Committee needs to thoroughly grasp the Party's viewpoints and guiding ideology that have been stated in the draft documents of the Central Executive Committee to be submitted to the 14th National Party Congress, the Central Committee's resolutions and policies on socio-economic development, ensuring national defense and security, and building the Party in the specific conditions of their localities.
Strengthen the building and rectification of the Party and the political system to be clean and strong in all aspects; Re-define the province's position in the overall space for regional development and regional linkage; restructure the economy, establish a new growth model with a focus on improving productivity, quality, efficiency, added value and competitiveness of the economy.
It is necessary to strengthen the stability and development of ethnic minority areas as a basis for building and consolidating the great national unity bloc, ensuring the development of the province; strive to quickly and sustainably reduce the poverty rate among ethnic minorities. Socio-economic development must be associated with ensuring national defense and security, firmly protecting national sovereignty and territory.
The Politburo assessed that the draft documents and basic personnel projects are eligible to be submitted to the Provincial and Municipal Party Congresses for the 2025-2030 term. The Prime Minister requested localities to accept the opinions of Politburo members, Secretariat members, departments, ministries and branches to continue developing and perfecting documents and action programs to implement the Resolution to submit to the Congress in a clear direction of goals, tasks, resources, people, work, progress, responsibilities, and can be implemented immediately after the Congress. Promote the implementation of propaganda work before, during and after the Congress. Assign the Central Party Office to synthesize and propose the time to organize the Party Congresses of localities for the 2025 - 2030 term, and submit it to the Politburo for consideration and decision.
