Accordingly, the Provincial People's Committee agreed in principle to allow 19 communes, wards, and special zones to organize low-altitude and high-altitude fireworks displays to celebrate the 96th anniversary of the founding of the Communist Party of Vietnam on February 3, 1930 - February 3, 2026 and welcome the Binh Ngo Lunar New Year 2026.
1 firing point on February 3, 2026 in Vinh Thuc commune; 4 firing points on February 16, 2026 in communes and wards: Dong Trieu, Mao Khe, Tuan Chau, Uong Bi; 14 firing points on February 17, 2026 in communes, wards, special zones: Ha Long, Ba Che, Tien Yen, Viet Hung, Binh Lieu, Quang Yen, Cam Pha, Quang Ha, Hoanh Bo, Dong Ngu, Mong Cai 1, Dam Ha, Cua Ong, Van Don.
In which, there are 2 high-altitude fireworks display points in Ha Long, Van Don and 17 low-altitude fireworks display points in the remaining localities.
Quang Ninh Provincial People's Committee assigned the Provincial Military Command to preside over and coordinate with the Department of Culture, Sports and Tourism, and the Provincial Police to guide communes, wards, and special zones to deploy fireworks displays to ensure absolute safety and in accordance with regulations. Coordinate with localities to arrange forces, vehicles, and warehouses to organize the implementation of fireworks displays.
The Department of Culture, Sports and Tourism shall preside over and coordinate with the Provincial Military Command and Provincial Police to inspect and supervise the management and use of firecrackers, and the organization of fireworks displays in communes, wards, and special zones.
People's Committees of communes, wards, and special zones registered to organize fireworks displays during the Binh Ngo Lunar New Year 2026 shall preside over and coordinate with the Provincial Military Command to implement legal procedures related to signing contracts for purchase, sale, transportation, storage and use of fireworks according to the provisions of Decree No. 137/2020/ND-CP dated November 27, 2020 and Decree 56/2023/ND-CP dated July 24, 2023 of the Government to implement fireworks displays to ensure absolute safety in accordance with the law; be fully responsible for organizing fireworks displays in the area.
