Land donation for "right and right" investment decisions
According to Resolution No. 308/NQ-HDND dated October 17, 2025, the province allocated about 2,300 billion VND to 54 communes, wards, and special zones to invest in building, upgrading, and expanding transport infrastructure, drainage systems, urban embellishment, residential areas and cultural institutions.
Through review, Dong Mai Ward People's Committee implemented 11 urban embellishment projects, including Vu Tuong street 1.6km long, with a total investment of over 22 billion VND.
This is a road that voters have repeatedly proposed to renovate and upgrade at meetings with the People's Council.
Vu Tuong road is an inter-zone axis passing through Dong Linh area, invested from the period 2000 - 2002 with a cement concrete structure, about 5m wide. After many years of exploitation, the road surface has seriously deteriorated, many "potholes" and "craters" have appeared, directly affecting the lives and travel of nearly 400 households.
When the project was implemented, the project received high consensus from the people. Mr. Nguyen Van Thu's family, a party member of the Dong Linh area cell, voluntarily donated 30m2 of land and dismantled more than 6m of fence to widen the road surface.
Mr. Thu shared: "If you want to mobilize people, party members must do it first. This road has been the desire of people for many years. When the ward decided to invest, people saw it was right and right, so they were willing to donate land.
In the process of implementing 11 projects, Dong Mai ward has received the support of nearly 100 households, voluntarily donating over 400m2 of land, dismantling more than 100m of gates and fences to hand over land.
Currently, 5/11 projects have been completed, and the remaining projects have reached about 70% of the progress.
Sharing about the local approach, Mr. Vu Ngoc Hung - Chairman of Dong Mai Ward People's Committee - said that the locality identifies officials, party members, and association members as pioneers in land donation and urban embellishment. For households facing difficulties, the ward and residential areas have mobilized other households to contribute funds to support the reconstruction of gates and fences. The consistent view is that the route that achieves a high percentage of people's consensus should be implemented first, and the remaining routes continue to be mobilized and gradually removed.
Rapid progress thanks to the consensus of the people
In Phong Coc ward, through reviewing the current situation, the locality identified 11 projects that need to be prioritized for renovation, with a total investment of over 71 billion VND, focusing on traffic, drainage, flood prevention and traffic safety assurance projects.
On Nguyen Cong Bao street, Cam Luy area, which is more than 2km long, previously the road surface was narrow, there were no sidewalks, and many sharp curves posed a risk of accidents.
Now, the road is being expanded, sidewalks are upgraded, and green trees are planted with a total investment of nearly 12.8 billion VND. According to the design, sidewalks are 2 - 5m wide, green trees are arranged along the route, and new water intake pits are built to collect surface water into the existing drainage system.
The project implementation process affects about 120 households, with more than 1km of construction in residential areas; nearly 90m of gates, fences, and roofs must be dismantled for site handover. Currently, the project is entering the asphalt paving phase, expected to be completed before January 30, 2026.
Ms. Tran Thu Ha - Head of the Fatherland Front Committee of Cam Luy area - said: "The decisive factor to help the project achieve the current fast progress is the almost absolute consensus of the people. For narrow alleys, people arrange work, creating the most favorable conditions for the construction of the project.
According to the Quang Ninh Department of Construction, by the end of December 2025, the whole province had added 628 projects to the 2025 and medium-term public investment plan, of which 540 projects have been started. Along with budget capital, the province mobilized people to voluntarily donate nearly 37,000m2 of land to expand traffic roads and renovate technical infrastructure. By mid-January 2026, total disbursed capital reached over 1,400 billion VND.
