According to the Quang Ninh Provincial Civil Defense Command, on the night of August 22 and morning of August 23, Mong Cai area had strong winds at level 7, gusting at level 9; Co To special zone sea area had winds at level 6, gusting at level 9. On land, winds were common at level 4-5.
From August 21 to the morning of August 23, many places recorded heavy rainfall, including Bai Chay ward 454.3mm, Quang Ha commune 378.2mm, Cua Ong ward 376mm. It is forecasted that heavy rain will continue until the end of August 24, with common rainfall from 100-200mm, in some places over 400mm.
Heavy rain knocked down 4 low-voltage power poles in Ba Che commune; about 1ha of aquaculture area in Tuan Chau ward was flooded. Some sewers and spillways are still flooded. Localities continue to deploy standing forces, put up warning signs and control people and vehicles passing by.

The water volume at large reservoirs in the area currently reaches about 95% of the designed capacity. Some reservoirs continue to proactively lower the water level to welcome floods. Pumping stations in the old Dong Trieu area have maintained drainage operation since the morning of August 22.
By 7:00 AM on August 23, localities had relocated a total of 184 people, including people from 27 households and workers at 23 temporary camps. In which, Cua Ong ward relocated 87 people; Mong Cai 2 ward relocated 85 workers at 23 temporary camps; Bai Chay ward relocated 12 people, including 7 people from 2 households and 5 workers.
46 households with 169 people in some areas of Cua Ong ward have been notified, requested to proactively prevent and be ready to urgently relocate when dangerous situations occur.
Before the forecast that Quang Ninh will continue to have rain, with very heavy rain in some places on August 23 and 24, the Provincial Civil Defense Command requested communes, wards, and special zones to promptly inform people about the developments of rain and floods; review and resolutely relocate households in areas at risk of landslides, especially at the foot of hills, slopes, slopes and weak embankments.
Request localities to urgently clear drainage systems, clear landslide soil and rocks in residential areas and traffic routes; maintain duty shifts, forces and vehicles on the spot; be ready to support people, rescue and overcome consequences when situations occur.
