Total rainfall from the night of August 21 to 7 am on August 23 is commonly 60-130mm; especially Quang Ninh, Lang Son, Hai Phong have very heavy rain 150-250mm, locally over 300mm such as Mau Son Station (Lang Son) 452mm, Ban Chat Station (Lang Son) 399mm, Khe Mai Station (Quang Ninh) 334mm, Cua Ong Station (Quang Ninh) 331mm.
At 7:00 AM on August 23, the storm center was located at about 20.7 degrees North latitude - 107.8 degrees East longitude, over the sea area of Quang Ninh - Hai Phong, about 100km east of Quang Ninh, about 120km east of Hai Phong, about 70km north of Bach Long Vi special zone. The strongest wind near the storm center was level 8 (62-74 km/h), gusting to level 10.
Forecast for the next 24 hours, the storm will move in a South-Southeast direction, at a speed of about 3km/h.
By 7:00 AM on August 24, the storm's center will be located at about 20.1 degrees North latitude - 108.2 degrees East longitude; in the sea area east of Bach Long Vi special zone, about 180km east-southeast of Hai Phong. Intensity level 8, gusts level 10.
Forecast for the next 48 hours, the storm will move in an East direction, at a speed of about 3-5km/h and is likely to strengthen further.
By 7:00 AM on August 25th, the storm's center will be located at about 20.1 degrees North latitude - 109.1 degrees East longitude; in the area east of the Gulf of Tonkin, about 110km east of Bach Long Vi special zone. Wind force level 9, gusts level 11.
Forecast for the next 72 hours, the storm will move in a Northeast direction, at a speed of 5-10 km/h.
By 7:00 AM on August 26th, the storm's center will be located at about 21.5 degrees North latitude - 110.0 degrees East longitude; on land north of Leizhou peninsula (China), gradually weakening into a tropical depression. Wind force level 7, gusts level 9.
From 72 to 96 hours later, the tropical depression is likely to move northward, then North-Northwest, traveling about 5km per hour and gradually weakening into a low pressure area.

Regarding the impact of the storm at sea, the Gulf of Tonkin area (including special zones: Bach Long Vi, Van Don, Co To, Cat Hai; Hon Dau island), the coastal sea area of Quang Ninh province and Hai Phong city have strong winds of level 6-7, the area near the storm center passing through strong level 8-9, gusts of level 11; sea waves are 2-4 m high; very rough seas.
The coastal mainland of Quang Ninh province and Hai Phong city has strong winds of level 6, sometimes level 7, gusts of level 8-9. Strong winds can blow off roofs, damage temporary structures, break down green trees, billboards; affecting electricity and traffic systems.
Regarding heavy rain, the Northeast region, the south of Phu Tho and Thanh Hoa provinces, from August 23 to the end of August 24, common rainfall is 50-100mm, locally over 200mm; especially Quang Ninh, Hai Phong City, Lang Son, Bac Ninh commonly 100-200mm, locally over 300mm.
From the night of August 24, heavy rain tends to gradually decrease. Heavy rain may cause flooding in urban areas, industrial parks and low-lying areas; increasing the risk of floods on small rivers and streams, flash floods and landslides in mountainous areas.
