According to the Department of Transport of Quang Ninh province, up to this point, the number of ships sunk by storm No. 3 at storm shelters in Quang Ninh is 269, including 116 fishing boats, 126 cargo ships, 27 tourist boats and other ships.
In order to share the loss and support people in quickly salvaging ships to restore their daily life and production; and at the same time contribute to ensuring safety of waterway traffic, the People's Council of Quang Ninh province today (September 23) passed a resolution on supporting ship owners whose ships sank in storm No.
The beneficiaries are organizations and individuals with vessels and boats registered in Quang Ninh province and are stably and regularly maintaining production activities serving exploitation, aquaculture and logistics services for fisheries at sea and in coastal areas of Quang Ninh province until the time of storm No. 3 (storm Yagi) in 2024, which sank in Quang Ninh province.
Only support for the above subjects who have followed the direction and guidance of the local Command Committee for Natural Disaster Prevention and Search and Rescue on moving and anchoring vessels and boats to locations (areas) to avoid storms.
Not supporting ships and boats that have purchased hull and hull insurance; ships and boats that do not strictly comply with storm prevention and control regulations or do not move or anchor in the correct anchorage location (area) or take shelter from storms as directed by the local Command Committee for Natural Disaster Prevention and Search and Rescue.
There are 2 levels of support, including support for the cost of salvaging sunken vehicles, with a support level of 50,000,000 VND/vehicle, ship or boat for vehicles with a length of 12m or more.
For ships and boats with length from 6m to under 12m, the salvage cost will be supported with 15,000,000 VND/vehicle. Implementation time is in 2024.
Thus, with the above resolution, tourist and transport ships… are not eligible for salvage funding support.
Quang Ninh Province Department of Transport said that according to regulations, only ships serving exploitation, aquaculture and fishing logistics services at sea and in coastal areas are supported with funds to overcome the consequences of natural disasters from the budget.
Chairman of Quang Ninh Provincial People's Committee Cao Tuong Huy said that storm No. 3 caused heavy damage to people and businesses, however, according to current regulations, many cases are not supported. Therefore, Quang Ninh Provincial People's Committee has sent a document requesting central ministries and branches to consider and propose to the Government mechanisms and policies to support people and businesses, including cruise ship owners.
Currently, most of the cruise ships that sank in the anchorage and storm shelter area of Tuan Chau International Passenger Port during storm No. 3 have not been salvaged yet due to the lack of agreement on salvage costs between the ship owners and the salvage units. The salvage costs proposed by the units range from 40-200 million VND/ship, depending on the type.
