Quang Ninh completes saltwater intrusion prevention project in Vung Dang sea encroachment area

Quang Ninh - The saltwater intrusion prevention project in Vung Dang residential area has been completed, contributing to overcoming the flooding situation due to high tides in some streets.

Vung Dang sea encroachment residential area was built in 2002 in Hong Gai and Cao Xanh wards, Quang Ninh province.

After more than 20 years of use, this area has experienced subsidence from 0.2 to 1m, causing seawater to enter through the drainage system, causing localized flooding on many roads every time high tides rise, directly affecting more than 140 households in Yet Kieu 5, Yet Kieu 6 areas (Hong Gai ward).

Faced with the above situation, Construction Joint Stock Company 507 - the project investor - has implemented a project to repair and renovate roads and technical infrastructure systems in areas that are frequently flooded, in order to improve road surface elevation, ensuring it is higher than the highest tide peak in the last 3 years.

In May 2024, the project was started with a length of about 1.3km, focusing on main roads and branches heavily flooded in Yet Kieu 5, Yet Kieu 6 areas, Hong Gai ward.

According to the overall design, the project renovates 22 roads with a total length of over 3km; repairs nearly 24,000m2 of sidewalks; renovates 413 planting holes and 272 water intake holes, with a total cost of about 27 billion VND.

By September 2025, the investor will continue to implement the project to overcome flooding due to sea level rise in the expanded Vung Dang residential area in group 18, area 7, Cao Xanh ward with a cost of over 7 billion VND.

This flooded point affected more than 100 households.

As of January 22, 2026, the items in Yet Kieu 5 and Yet Kieu 6 areas (Hong Gai ward) have been completed. For the roads in group 18 and 7 areas (Cao Xanh ward), asphalt has only been paved for more than 300m; the remaining more than 500m is being paved with base, elevated roadbed, compacted and cleaned to serve the people welcoming Tet. After the Lunar New Year, the construction unit will continue to pave asphalt and complete the entire project.

Ms. Nguyen Thi Hoa (Yet Kieu 5 area, Hong Gai ward) said: During the high tide on January 6, 2026, reaching 5.1m - the highest level in 3 months - Yet Kieu 5 area no longer experienced flooding. However, at the intersection between Nguyen Thai Hoc street and Tran Nhan Tong street, it was still flooded more than 40cm.

We hope that, in addition to the investor overcoming the flooding situation within the project scope, we hope that the government will continue to have an investment plan to upgrade the surrounding area's infrastructure to completely handle the flooding situation caused by sea level rise," Ms. Hoa said.

In December 2025 and early January 2026, high tides also caused flooding in many other coastal residential areas of Quang Ninh such as the Ha Coi river mouth area (Quang Ha commune), Zone 4 (Co To Special Zone) and the Quan Lan island wharf area (Van Don Special Zone).

This reality shows that, in addition to handling localized flooding points, Quang Ninh province needs to soon have comprehensive and long-term solutions to proactively respond to sea level rise, ensure safety of works and people's lives in coastal areas.
