In order to concretize the Resolution of the 16th Quang Ninh Provincial Party Congress, the Action Program of the Provincial Party Committee and Plan No. 272 dated October 21, 2025 of the Provincial People's Committee on building and improving the quality of urban areas and residential areas, towards the goal of becoming a centrally-run city before 2030, in that spirit, communes, wards, and special zones throughout the province are focusing resources and accelerating the construction of urban embellishment projects.
According to Resolution No. 308/NQ-HDND dated October 17, 2025 of the Provincial People's Council on adjusting the estimate and local budget allocation plan for 2025, Quang Ninh has allocated 2,300 billion VND to 54 communes, wards, and special zones to invest in building, upgrading, and expanding transport infrastructure, drainage systems, urban embellishment, existing residential areas and cultural institutions.
Based on the allocated capital, localities have urgently completed public investment procedures and simultaneously started many projects according to the criteria.
Up to now, many projects have been completed and put into use, contributing to changing the urban appearance, improving living and travel conditions for people and receiving high consensus and support in the residential community.
In Lien Hoa ward, the atmosphere of urban renovation and upgrading is taking place urgently. The transportation infrastructure system is gradually being invested synchronously, and the face of the residential area has changed significantly.
Typically, the Lien Hoa 7 area road. From a narrow, degraded concrete road, traveling was difficult, now the nearly 1km long road has been upgraded and expanded to be spacious, clean and beautiful, with a total investment of nearly 2 billion VND.
Mr. Nguyen Van Bon - Head of the Front Work Committee of Lien Hoa 7 area - said that the road renovation process encountered many obstacles due to some narrow curves, affecting traffic safety. The Front Work Committee has propagated and mobilized households to donate land and dismantle auxiliary works to expand these bottlenecks, thereby increasing the road surface width from 3.5m to 5m. The road is new, flat, and clean, people are very excited.
After more than a month of implementing the urban upgrading program, the existing residential area, Lien Hoa ward has reached about 50% of the planned progress.
Currently, the locality is implementing 18 projects with a total investment of about 57 billion VND. Of which, 5 projects have been completed, and the remaining projects are being focused on manpower and machinery, striving to be completed in the first quarter of 2026.

The spirit of consensus of the people is also clearly shown in Dong Mai ward.
In the process of implementing 11 urban embellishment projects, the locality received the support of nearly 100 households who voluntarily donated over 400m2 of land, dismantling thousands of meters of gates and fences.
To date, 5/11 projects have been completed, the remaining projects have reached about 70% of the progress, striving to put them into use before the Lunar New Year.
According to the Quang Ninh Department of Construction, by the end of December 2025, the whole province had added 628 projects to the 2025 public investment plan and medium-term public investment; of which 540 projects have been started, and the remaining projects are in the process of contractor selection.
Along with budget capital, Quang Ninh has mobilized people to voluntarily donate nearly 37,000m2 of land to expand traffic roads and renovate technical infrastructure. By mid-January 2026, total disbursed capital reached over 1,400 billion VND.
