Member of the Party Central Committee, Deputy Prime Minister Mai Van Chinh, authorized by the Prime Minister, chaired the Conference.
At the Conference, Deputy Minister of Home Affairs Nguyen Thi Ha announced Decision No. 2839/QD-TTg dated December 31, 2025 of the Prime Minister on receiving and appointing Ms. Lam Thi Phuong Thanh - Member of the Party Central Committee, Deputy Chief of the Standing Office of the Party Central Committee Office - to hold the position of Standing Deputy Minister of Culture, Sports and Tourism.
Deputy Minister of Home Affairs Nguyen Thi Ha also announced Decision No. 122/QD/DU dated December 31, 2025 of the Government Party Committee on appointing Ms. Lam Thi Phuong Thanh, Standing Deputy Minister of Culture, Sports and Tourism, to participate in the Executive Committee, Standing Committee, and hold the position of Standing Deputy Secretary of the Party Committee of the Ministry of Culture, Sports and Tourism for the term 2025 - 2030.
Ms. Lam Thi Phuong Thanh was born on July 26, 1967, is a member of the 12th and 13th Central Committees of the Party. Hometown: Ninh Binh province. She has political theory qualifications: Senior level; Professional qualifications: Master of Law, Bachelor of History.
During her career, Ms. Lam Thi Phuong Thanh has held many positions such as: Vice President of the Central Committee of the Vietnam Student Association; Member of the Standing Committee of the 8th Central Committee of the Youth Union, Head of the School Youth Committee, Standing Vice President of the Central Committee of the Vietnam Student Association; Secretary of the 8th Central Committee of the Youth Union, Chairman of the Vietnam Student Association; Secretary of the 9th Central Committee of the Youth Union, Chairman of the Vietnam Student Association; Standing Secretary of the 9th Central Committee of the Youth Union, Chairman of the Vietnam Student Association, Head of the School Youth Committee in charge of children, schools and the Vietnam Student Association.
From December 2011 - January 2016: Ms. Lam Thi Phuong Thanh was Deputy Head of the Central Propaganda and Training Commission.
From January 2016 - December 2017: Ms. Lam Thi Phuong Thanh was a member of the 12th Central Committee of the Party; Deputy Head of the Central Propaganda and Training Commission.
From January 2018 - January 2021: Ms. Lam Thi Phuong Thanh is a member of the 12th Party Central Committee; Secretary of the 16th Lang Son Provincial Party Committee, term 2015-2020; Secretary of the 17th Lang Son Provincial Party Committee, term 2020-2025.
From January 2021 - June 2021: Ms. Lam Thi Phuong Thanh was a member of the 13th Central Committee of the Party; Secretary of the 17th Lang Son Provincial Party Committee, term 2020-2025.
July 1, 2021: The Politburo announced the decision to transfer and appoint Ms. Lam Thi Phuong Thanh to hold the position of Deputy Chief of the Party Central Committee Office.
February 2025: Ms. Lam Thi Phuong Thanh was appointed to participate in the Executive Committee of the Party Committee, the Standing Committee of the Party Committee of Central Party Agencies for the 2020-2025 term.
