According to Article 2 of Resolution No. 112/2025/UBTVQH15 dated December 24, 2025 of the National Assembly Standing Committee, commune standards are regulated on population size, natural area and socio-economic development orientation.
Regarding population size, mountainous communes must have 5,000 people or more; island communes must have 2,500 people or more; communes not belonging to the above two cases must have 16,000 people or more.
Regarding natural area, mountainous communes must be from 100 km2 or more; island communes from 15 km2 or more; communes not belonging to the above two cases from 30 km2 or more.
According to a representative of the Department of Home Affairs of Quang Ninh City, Quang Ninh has 8 commune-level administrative units that lack the standards and criteria of a commune-level administrative unit according to regulations. Among them, one unit lacks in area, and the remaining 7 units lack in population size.
Currently, Quang Ninh is waiting for guidance from the Central Government on building a model of a nuclear administrative unit and a model of a special economic zone to make a common project, submitting it to the Central Government for consideration and comments once.
In the project, it will focus on a number of contents, including: Reviewing units that lack standards and criteria and find it necessary to propose further merger; Reviewing the construction of the model of core administrative units and the model of special economic zones.
In Hung Yen province, after the administrative unit arrangement in 2025, there are 32 communes and wards that have not met the minimum natural area standards according to Resolution 112/2025 of the National Assembly Standing Committee.
In addition to 32 communes and wards that have not met the minimum natural area standards, Hung Yen province also has 1 ward that has not met the minimum population size standards. That is Hong Chau ward.
Thus, the list of communes and wards of Hung Yen province that have not met one of the standards for natural area or population size currently has at least 33 units.
These units may need to continue to be reviewed and develop arrangement plans in case the Central Government has guidance and localities are required to implement it.
According to a representative of the Hung Yen Provincial Department of Home Affairs, there are currently no specific instructions on continuing to arrange commune-level administrative units. The locality is also waiting for guidance from the Central Government and directions from the Provincial Party Committee to have a basis for implementing the next steps.
