According to Resolution 1684/NQ-UBTVQH15 of 2025 arranging commune-level administrative units of Tuyen Quang province, after arranging commune-level administrative units, this locality has 124 commune-level administrative units, including 117 communes and 7 wards.
In which, there are 104 communes, 7 wards formed after arrangement and 13 communes that did not implement arrangement, merger, or consolidation.
In comparison with the regulations on the minimum natural area of a commune in a mountainous area in Resolution 112/2025 of the 15th National Assembly Standing Committee being 100km2, in Tuyen Quang province there are still at least 51 communes and wards that do not meet the standards.
Among these, there are many communes with natural area less than 1/2 of the standard according to Resolution 112. If so, these communes may have to continue to develop a merger plan in the near future.
Typically, Hong Son commune (formerly belonging to Son Duong district, former Tuyen Quang province), the area after merging communes and wards in 2025 is currently only 44.22km2.

After the merger, 7 other communes in Tuyen Quang province have a much smaller area than the standard of 100km2 such as: Truong Sinh commune, area 53.36km2; Thang Mo commune, area 67.71km2; Thai Hoa commune, area 55.60km2; Po Ly Ngai commune, area 49.34km2; Nhu Khe commune, area 59.04km2; Hoa An commune, area 66.71km2; Lung Phin commune, area 69.46km2.
At the National Conference summarizing 1 year of 3-level government operation (July 1, 2026), it was clearly stated that 34/34 provinces and cities have communes and wards that do not meet standards, and need to continue to merge and arrange them according to steps and plans.
Accordingly, there are 705 communes and wards nationwide that have not met the standards for area or population. Many communes do not meet both population and area standards.
Resolution 112/2025/UBTVQH15 of the National Assembly Standing Committee stipulates the standards of commune and ward administrative units in Article 2 as follows:
1. Population size:
a) Mountainous communes with 5,000 people or more;
b) Communes in islands with 2,500 people or more;
c) Communes not belonging to points a and b of this clause from 16,000 people or more.
2. Natural area:
a) Mountainous communes from 100km2 or more;
b) Communes in islands from 15km2 or more;
c) Communes not belonging to points a and b of this clause from 30km2 or more.
